About this opportunity

The Defense Health Agency has issued a Request for Information (RFI) for Biomedical Research Application Evaluation and Support Services (BRAES), seeking market research to assess industry capabilities for supporting the Congressionally Directed Medical Research Programs (CDMRP) and U.S. Army Medical Research and Development Command. This RFI is strictly for information gathering and does not constitute a solicitation for proposals or a commitment to award a contract. The agency is specifically interested in understanding industry's capacity to manage comprehensive peer review services for biomedical research applications, which typically involve processing 8,000-12,000 research proposals annually. The RFI focuses on evaluating potential contractors' ability to provide sophisticated scientific review, application management, and technological support for research funding programs. The opportunity is categorized under Other Scientific and Technical Consulting Services and involves supporting critical medical research evaluation processes.

Contractors interested in responding must submit a detailed PDF response by 5:00 p.m. Eastern Time on March 14, 2024, to Ms. Deanna S. Moose via email. The response is limited to 20 pages and must include specific details such as the organization's legal name, unique entity identification, point of contact information, and demonstrated experience with similar large-scale research application evaluation tasks. Respondents are expected to address whether they meet the requirements outlined in the draft Performance Work Statement, provide insights on the sufficiency of the draft requirements, and highlight any potential barriers to proposal creation. The RFI seeks contractors capable of managing a web-based application system, recruiting scientific and consumer reviewers, conducting various types of peer reviews (in-person, virtual, online-only), and supporting the Electronic Biomedical Research Application Portal (eBRAP). Key personnel requirements include roles such as Project Director, Deputy Project Director, Scientific Review Manager, and Consumer Reviewer Administrator, with the ability to handle high-volume, complex research application evaluations.
