About this opportunity

The National Park Service's Big Bend National Park is soliciting trespass livestock low-stress removal services through RFQ 140P6425Q0037 to round up and remove domestic livestock (cattle, horses, burros, and goats) that have illegally entered the park from Mexico. The contractor must use low-stress handling techniques and transport captured animals to the USDA-APHIS processing center in Presidio, Texas, with strict prohibitions on electric prods, drones, helicopters, or all-terrain vehicles. Required submissions include a price schedule, evidence of technical capability and prior experience, an operations plan, SAM registration, and acknowledgment of any amendments. The original deadline of August 13, 2025 at 12:00 PM ET has been extended to August 15, 2025 at 12:00 PM ET via Amendment 0001. An optional site visit was held on August 5, 2025 at the Panther Junction Visitor Center to familiarize potential contractors with project requirements.

This opportunity is set aside exclusively for small businesses under NAICS code 114210 (Hunting and Trapping) with a size standard of $8.5 million. Fixed-wing aerial surveys indicate an average of 429 trespass animals over the past four years, with the most recent January 2025 survey counting 815 animals across six designated management zones within the park. The firm-fixed price contract will run from September 1, 2025 through April 30, 2026, with services conducted Monday through Thursday between 4:00 AM and 10:00 PM, excluding holidays and certain park closure periods. Work will be performed throughout Big Bend National Park in Brewster County, Texas, with the National Park Service providing law enforcement escort support and designated areas for equipment staging. Service Contract Act wage determinations for Brewster County will apply to the contract, and payment will be made on a per-head basis for livestock captured.
