About this file

This document is a Questions & Answers amendment for Solicitation 140P6425Q00037 for Livestock Removal at Big Bend National Park. The Q&A addresses multiple operational details for potential contractors, including permission to use ropes for livestock handling, requirements for weed-free hay, communication equipment recommendations (satellite phones, Garmin inReach, and radios), and water logistics within the park. The park will provide potable water and designated fill-up locations for water trailers.

The document also highlights safety considerations, noting that the previous contractor encountered livestock owners and was instructed not to engage directly with them. The park requests one week's notice of mobilization to coordinate law enforcement support. Contractors can bill for animals removed and those humanely euthanized, with the park responsible for the actual euthanasia. Importantly, the solicitation does not require separate quotes for different livestock classes, and contractors are permitted to use ropes when handling animals during the roundup.

Questions & Answers

Solicitation 140P6425Q00037

Amendment #1

Livestock Removal

Big Bend National Park

1. Do you want separate quotes for each class of livestock?

No, we don't want separate quotes for each class of livestock.

2. While I am familiar with low stress livestock handling my question is. Does that means that we would not be allowed to rope animals that we were unable to pen?

Yes, you can use ropes in this contract.

3. I see that our horses would have to be fed certified weed free hay. Would that pertain to the livestock that we round up as well?

Yes, weed free hay is the only hay that can be used in this contract.

4. What type of communication equipment do you find works best in the park?

Satellite phones, Garmin inReach, and radios.

5. I see that the park would provide potable water for livestock. Would we need to bring water trailers to haul it from the designated areas or would park personnel handle that?

Yes, the contractor would need to be able to move the water in the Park depending on what location they are setting up corrals in. The Park will provide locations for where the contractor can fill up their water trailers.

6. I recently heard that the previous contractor that was out there rounding up trespass livestock had a run in with Cartel members and were forced to surrender some livestock. Is there any truth to this? I only ask about it out of concern for the safety of my employees.

The previous contractor did encounter the owners of the trespass livestock while rounding up livestock in the park. The contractors were instructed to not engage with the owners of the livestock and notify the park immediately if this occurred. This is a primary reason we ask for one week notice of intended mobilization, so that we can coordinate law enforcement support for contractor operations as needed.

7. I have a quick question about price paid per head removed. Can animals that are humanely euthanized (due to preexisting conditions/poor body score/old injuries or deformations) be included on the daily roundup sheet and billed for alongside the animals delivered live on the hoof? Thank you.

Yes, but as the PWS states, the Park will be responsible for euthanizing the animal.

8. Can the gather crew rope the feral cattle if needed? I read the low-stress livestock handling doc and didn't see a yes or a no on that subject. Thank you!

Yes, you can use ropes in this contract.
