About this opportunity
The Department of the Interior's National Park Service is seeking a comprehensive construction and infrastructure replacement project at Big Bend National Park through a design-bid-build contract. The procurement involves two primary components: replacing the Chisos Mountains Lodge and rehabilitating the Chisos Basin Water System. The project requires demolition of existing structures, construction of a new 16,700 square foot two-story lodge building with sustainable design elements, and comprehensive water system infrastructure upgrades. Potential contractors must demonstrate relevant experience, substantial bonding capacity, and the ability to perform complex construction work in an operational national park setting with sensitive environmental considerations. Responses to the Sources Sought Notice are due by noon Mountain Time on December 17, 2024, with the Request for Proposal (RFP) anticipated for release in Spring 2025.
The contract is not designated for a specific small business set-aside, allowing both large and small businesses to compete for the opportunity. The anticipated construction value exceeds $10 million, with a projected performance period of 549 calendar days. The water system rehabilitation will involve replacing approximately 11,500 linear feet of PVC piping, constructing water storage tanks with a 500,000-gallon capacity, installing new treatment facilities, and implementing a SCADA system. The project falls under NAICS category 236220 (Commercial and Institutional Building Construction), which has a small business size standard of $45 million. Contractors will need to navigate complex construction requirements while maintaining park operations and protecting the area's natural and cultural resources throughout the project timeline.
