Responses are due by noon Mountain Time on December 17, 2024, and NPS plans to issue an RFP in Spring 2025. Both large and small businesses may respond with capability statements demonstrating relevant experience, bonding capacity, and socioeconomic status. The project requires careful coordination as the park will remain operational during construction and contains sensitive natural/cultural resources.

This is a Sources Sought Notice (SSN) for the purpose of conducting market research. Proposals are NOT being requested, nor accepted at this time. Responses are being requested from both large and small businesses.

Purpose: The purpose of this notice is to gain knowledge regarding the type of interested businesses and their qualifications. The National Park Service (NPS) will use information obtained through this notice to develop an acquisition strategy.

The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a small business or other socio-economical small business set-aside for the solicitation. Analysis of the quality of responses to this source sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement.

Project Description:

The project is located at Big Bend National Park.

The construction magnitude is >$10 million.

The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact.

The site requires protective measures to ensure the surrounding area remains undisturbed.

The structure is a natural/cultural resource.

The anticipated period of performance of 549 calendar days including any potential weather shutdown.

There are seasonal/other shutdowns mandated through the construction season.

Winter construction may be required.

PROJECT DESCRIPTION

This project will be accomplished via a design-bid-build (DBB) project delivery method.

This project will be solicited and awarded as a single contract. The project consists of two components which will be constructed simultaneously under one contract and one period of performance. The Replace the Chisos Mountains Lodge (Lodge Component) scope includes the demolition and replacement of the existing Chisos Mountains Lodge, the demolition of the existing Chisos Basin Camper Store and the expansion of the restrooms in the existing Chisos Basin Visitor Center, as well as associated site work and landscaping. The Rehabilitate the Chisos Basin Water System (Water Component) scope includes installation of new potable water treatment and storage facilities and replacement of the existing potable water distribution system as well as associated appurtenances, building and site work.

The Lodge Component scope of work will completely demolish the existing historic Chisos Mountains Lodge and construct the new Chisos Mountains Lodge in the same location and in generally the same footprint. The existing Lodge was constructed more than 50 years ago and, due to its construction on unmitigated expansive bentonite clay soils and resultant differential settlement and failure of its foundation, has been determined to be unserviceable. The new Lodge will consolidate multiple functions into one two-story building with a partially exposed lower lever. The overall building program includes a retail store, reception waiting area, dining room, bar and commercial kitchen, office space, restroom facilities and two elevators. The building incorporates large window walls along three of the building’s elevations. The roof is designed with two south-facing sloping planes so that solar panels can be placed on the roof and receive maximum sunlight throughout the year. The building will be mixed occupancy and sprinklered, with a total gross square footage of approximately 16,700 square feet.

The new Lodge will include a roof mounted photovoltaic system with battery energy storage system and a rainwater harvesting system that receives stormwater runoff from the roof and treats that water for use in toilet flushing in the building. The new Lodge will be owned by the National Park Service and will be operated and maintained by a concession contractor under contract to the National Park Service.

The Lodge Component of this project will also demolish the existing Chisos Basin Camper Store building located in the same general area as the Lodge, to include restoration of the building site upon completion of demolition activities and will rehabilitate a portion of the existing Chisos Basin Visitors Center building to provide increased public restroom capacity. The Lodge Component of the project will also provide extensive site work improvements to the supporting pedestrian and vehicle circulation throughout the Chisos Basin developed area to better serve park visitors, as well as associated civil site work, utility connections and similar ancillary work.

The Water Component scope of work will rehabilitate most of the water source, water treatment and water distribution infrastructure associated with the Chisos Basin Public Water System to include but not be limited to replacement and repair of distribution and service lines and appurtenances, replacement of pumps and other equipment, construction of new buildings to house water system infrastructure, and construction and installation of new water storage tanks and treatment systems. The scope of work includes but is not limited to the replacement of approximately 8,500 linear feet of 8-inch PVC water system piping, replacement of approximately 3,000 linear feet of 2-inch PVC water system piping, rehabilitation of one 500,000 gallon above-grade welded steel water storage tank and the construction of one new 500,000 gallon above-grade glass-lined bolted steel water storage tank, along with replacement of many water system appurtenances. The scope of work also includes provision, installation and commissioning of a new SCADA system.

The Water Component scope of work also includes the rebuilding of portions of the existing Oak Springs Pump House building (approximate total building area of 200 square feet), rehabilitation of the existing Chisos Basin Treatment building (approximate total building area of 274 square feet) and construction of a new Chisos Basin Ultrafiltration Building (approximate total building area of 1,200 square feet). The work under this component also includes pavement restoration of areas disturbed by construction.

The Chisos Basin water system must remain operational during all phases of construction. All portions of the Chisos Basin water system to be rehabilitated under the Water Component scope of work supply potable water to buildings and residences which will remain occupied during the construction period. The Chisos Basin water system also provides water to the existing and new Lodge under the Lodge Component of this project. As a result, this project will require that the work be properly and carefully planned, scheduled and sequenced to minimize service disruption to water system customers and the visiting public. Contractor installation and operation of temporary potable water infrastructure will be required. Because the two project components are also located within the same geographical footprint and share many of the same limits of disturbance and staging areas, the planning, scheduling and sequencing of the work will present challenges associated with the efficient and effective coordination and performance of multiple work activities simultaneously within staging and construction areas which are limited in size.

Due to the project’s location in a remote national park and because much of the work of this project will be performed in areas with difficult access and in very close proximity to sensitive natural and cultural resources, this project includes many significant and critical requirements associated with contractor operations and resource protection. These unique project requirements will demand careful management, scheduling and work planning and very close attention and coordination on the part of the prime contractor and all subcontractors.

Submittal Contents: Interested (small and large) businesses should submit the following information:

The size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108.)

Misrepresentation of size status can result in penalties.

(3) Statement regarding your company’s bonding capacity. Letters from bonding companies are not required at this time.

(4) Information demonstrating experience and capability on projects of same or similar size, scope and magnitude, and constructed under similar conditions.
