About this opportunity
The Department of the Interior Bureau of Land Management California Region seeks repair and resurfacing of Bessemer Mine Road in Johnson Valley, San Bernardino County, California, damaged by Tropical Storm Hilary, with proposals due June 22 at 1500 Pacific Time. This procurement is a Total Small Business set-aside.
The work spans approximately 1.75 miles at 24 feet width and must be completed between July 1 and July 14, 2026, with the contractor required to commence within 10 calendar days of notice to proceed and finish all work within 14 calendar days thereafter. The contract is a firm fixed-price award with a price magnitude of $250,000 to $500,000, funded through FHWA Emergency Relief and Other Federal Funds. NAICS 237310 applies with a $45 million small business size standard. Place of performance is Johnson Valley, California.
The scope includes site preparation (clearing debris, grading to no greater than 2% cross slope, scarifying the surface), placement of Class 2 aggregate in 6- to 8-inch lifts, compaction to 95% standard Proctor density, dust control, proper disposal of construction waste, and traffic management to maintain public and emergency access. No subsurface basalt removal is required. A mandatory pre-bid site visit occurred June 1 at 1000 PDT; questions were due June 5. Water sourcing is coordinated through Lucerne Valley Water District. Weekend work requires BLM approval. No compaction testing, drainage ditch grading, or biological monitoring is required.
Evaluation uses Lowest Price Technically Acceptable methodology. Offerors must submit three volumes: Volume 1 (SF1442, representations and certifications, 20% bid guarantee or $3 million minimum); Volume 2 (technical approach limited to 15 pages with construction plan, Gantt schedule, and personnel qualifications for steep terrain and drainage); Volume 3 (pricing with unlimited pages and prevailing wage compliance). Proposals must remain valid 90 days. Performance and payment bonds (SF25 and SF25A) are due within 10 days of award. Technical acceptability requires clear project understanding, realistic timelines accounting for site remoteness, traffic control planning, appropriate material sourcing, and demonstrated water quality and best management practices expertise. Prevailing wage rates apply per California Department of Industrial Relations determination (effective January 30, 2026), with minority participation goals of 19.1% and female participation goals of 6.9% in Kern County. The contractor must perform at least 25% of contract costs with its own employees and similarly situated small business subcontractors.
