About this file
This is a Questions and Answers document addressing inquiries from potential contractors regarding a Bureau of Land Management (BLM) road construction or maintenance project in the Lucerne Valley area. The project involves road work with aggregate base placement and compaction using an 8 to 10 ton smooth drum vibratory roller with a minimum of four passes at 3 mph, with additional passes as needed to meet BLM compaction standards. Subsurface basalt removal is not required; aggregate base may be placed directly over existing basalt and then graded and compacted. Compaction testing, drainage ditch grading, and biological monitoring are not required. Water will be sourced from the Lucerne Valley Water District at the City Fire Station. All work must be completed during summer months, with BLM coordinating a suitable schedule with the selected contractor.
Traffic management will be controlled through adequate warning signage including road work notices, caution markers, cones, and barricades; a full-time flagger is not required, though road work must pause to allow public passage. Camping is permitted at no cost in the open OHV area with two vault toilets available for public use. Equipment staging will be coordinated with BLM, with roadside parking permitted after hours. Weekend work is subject to further discussion with BLM. This is a prevailing wage job, requiring compliance with prevailing wage rates. No special business considerations apply for women-owned or disadvantaged business enterprises.

QUESTIONS & ANSWERS:
Q: Where is the source of water?
A: The Bureau of Land Management purchases water from the Lucerne Valley Water
District at the City Fire Station.
Q: Will compaction tests be required?
A: No. At a minimum use an 8 to10 ton smooth drum vibratory roller with at least four (4) passes at 3 mph (brisk walk pace). Additional passes may be needed if BLM requires more to meet compaction standards.
Q: Are safety signs—such as road work notices, caution markers, cones, and barricades— adequate for managing traffic, or is a full-time flagger required?
A: While a flagger isn’t required, it is crucial to install adequate warning signage to promote safety and facilitate efficient management of road work zones. Road work should pause to let the public safely pass.
Q: Is weekend work permitted?
A: BLM is willing to discuss this matter further.
Q: Can we camp onsite?
A: Camping is allowed for free in the open OHV area. Two (2) vault toilets are available for public use.
Q: Where is the staging area?
A: BLM will work with the contractor. Equipment may be parked on the roadside after hours.
Q: Do we need to remove subsurface basalt before adding aggregate base?
A: No, you can place aggregate base over the existing basalt, then grade and compact.
Q: Are we expected to grade drainage ditches along the road?
A: No.
Q: Will you require biological monitoring?
A: No.
Q: Are there any special considerations for businesses owned by women or other disadvantaged groups?
A: No.
Q: When do you expect the work to begin?
A: Work should be completed as soon as possible. BLM will coordinate with the contractor on a suitable schedule, but all work must take place during summer.
Q: Is this a prevailing wage job?
A: Yes.
