About this file

This is a Scope of Work document for road operation and maintenance services issued by the Bureau of Land Management (BLM).

The BLM seeks a qualified contractor to repair and resurface Bessemer Mine Road in Johnson Valley, California, which sustained significant damage from Tropical Storm Hilary. The work encompasses approximately 1.75 miles in length by 24 feet in width, with a proposed start location at coordinates 34.414958, -116.712976 and end location at 34.432713, -116.691715. The contractor must furnish all labor, equipment, supplies, and materials to complete the project. Site preparation includes clearing debris and vegetation, proper grading with no greater than 2% cross slope, scarifying the existing road surface, and achieving optimal moisture content. The placement phase requires spreading Class 2 aggregate road base in 6 to 8-inch lifts, proper watering, and multiple passes with a roller compactor to achieve proper density and ensure a final compacted surface thickness of 6 inches with a final road width of 24 feet (±). Environmental requirements include dust control, proper disposal of all construction waste, and immediate containment and disposal of any oil or hazardous material spills in accordance with federal, state, and local regulations. Traffic control measures must maintain access for the recreating public and emergency personnel while minimizing interference with adjoining facilities. The contractor has 14 calendar days to complete all work, with no weekend work permitted unless prior arrangement is approved by the BLM Contracting Officer Representative. Submittals must include material specifications and equipment lists. Work deemed unsatisfactory by the Government must be removed and replaced at the contractor's expense. Project contacts are Ike Miller (760-718-0640) and Sai Syhaphom (909-226-6340).

A. Description of Work: Furnishing labor, equipment, supplies, and material, to complete the necessary work as described.

1. Site Preparation:

a. Clear area of any loose materials, debris, vegetation, or obstruction that could interfere with road re-surfacing.

b. Proper Grading – to allow water runoff and prevent water pooling or accumulation. Shape the subgrade no greater than 2% cross slope. Remove all washboarding within work area.

c. Existing road surface must be scarified and have optimal moisture content prior to placement and compaction of aggregate road base (Class 2). Use only clean water.

2. Placement (Spread and Compaction):

a. Spread aggregate road base (Class 2) evenly or uniformly with road grader, no more than 6 to 8-inches per lift thickness at a time.

b. Properly water the aggregate road base to help during compaction, especially if it is dry.

c. Proper compaction is crucial for a durable surface and prevents settling. Requires multiple passes with a roller compactor to achieve proper density and eliminate air voids within the aggregate base material, ensuring aggregate base material is well-compacted.

d. Final compacted road surface thickness is 6 inches.

e. Spread excess aggregate road base in the immediate areas and compact as determined in the field by the Government.

f. Final road width is 24 ft (+/-).

g. Daylight road surface edges to existing ground.

3. Environmental consideration:
