About this opportunity
Naval Facilities Engineering Command seeks paint and flooring repairs across six Barracks Enlisted Quarters buildings (BB260, BB265, BB270, BB274, BB275, BB355) at Camp Lejeune, North Carolina, with proposals due August 17, 2026 at 1:00 PM EST. This is a total small business set-aside restricted to seven pre-qualified General MACC contractors holding active task order numbers N40085-25-D-2991 through N40085-25-D-2997 (Quadrant Construction, Blue Rock Structures, Bristol General Contractors, Joyce & Associates Construction, Military & Federal Construction Co., P&S Construction, and Syncon LLC).
The estimated cost range is $5,000,000 to $10,000,000 with a 720-day completion timeline. Work includes interior and exterior surface preparation, painting per specified finishes (including primer, eggshell/satin, semi-gloss, and masonry coatings), and flooring system replacement (LVT flooring in sleeping rooms and epoxy resinous flooring in shared spaces). Lead paint, where present, must be scraped and incapsulated only, not abated. Facilities will remain operational throughout construction; contractors must coordinate to keep a minimum of ten rooms per building available for simultaneous repairs and are responsible for furniture relocation.
Contractor qualifications require a project superintendent with minimum ten years' construction experience (five as superintendent on similar projects), fluent English, and EM 385-1-1 safety knowledge. A Site Safety and Health Officer must be on-site at all times. Subcontractors must maintain Experience Modification Rate 1.10 and OSHA DART rate 3.4. Mobilization to jobsite is required within 60 days of award.
Davis-Bacon prevailing wage rates apply; painter classifications are $15.55 base plus $1.05 fringes; carpenter $18.11 base plus $2.63 fringes. Executive Orders 13706 and 13658 paid sick leave and minimum wage provisions apply. Bid bonds (20% for proposals exceeding $150,000), payment and performance bonds, and insurance coverage are required. Liquidated damages are $880 per calendar day. Award basis is lowest price. Questions are due August 3, 2026 at 2:00 PM EST. Amendment 0007 (August 14) confirms no special pricing sheet is required; a standard proposal form is provided. Multiple earlier amendments (0001–0006) addressed site visit dates, wage determination updates, and meeting locations; all amendments require acknowledgment prior to submission or risk proposal rejection.
