Document Type: Scope of Work for federal construction contract

Project Overview:

This is a scope of work for paint and flooring repairs across six Barracks and Enlisted Quarters (BEQ) buildings at Camp Lejeune: BB260, BB265, BB270, BB274, BB275, and BB355. The contract (26-0434, Project #26M089CN) requires the contractor to provide all materials, labor, equipment, and supervision for interior and exterior painting and flooring system replacement. The work includes surface preparation, paint application per specified finishes, and flooring installation in sleeping rooms and common areas.

Paint Repair Requirements:

The contractor must repair all damaged surfaces including cracks, holes, mold, and mildew; replace damaged trim boards, siding, and moldings; and apply finishes according to surface type. Paint specifications include: latex KILZ 2 or equivalent primer for repaired surfaces; two coats of latex direct-to-metal semi-gloss for metal surfaces; two coats of eggshell/satin latex for interior walls; two coats of semi-gloss latex for wood trim and doors; two coats of polyurethane for natural wood finishes; two coats of Loxon masonry coating for exterior masonry; and mildew-resistant semi-gloss paint for bathrooms. The contractor must remove and reinstall electrical covers, spray paint (not brush) electrical panels and access panels, repaint stenciled signage, and repaint exposed piping with proper markings. Approximately one-quarter of work areas will be available at any given time, requiring coordination with building points of contact. Lead paint, where present, is to be scraped and incapsulated only, not abated, with a hazardous materials plan required.

Flooring Replacement Requirements:

Sleeping rooms require removal of existing flooring and installation of new LVT flooring; shared/common spaces and lounges require removal of existing flooring and installation of epoxy resinous flooring including stair treads and stairwells. All surfaces must be cleaned of previous adhesives, and LVT surfaces must be sealed with Ardex floor sealer or equivalent before installation. All existing transition strips and rubber cove base must be removed and replaced with new materials. Products must be installed per manufacturers' specifications.

Administrative Requirements:

The contractor must submit manufacturer product specifications and technical data for all materials on two CDs/DVDs marked "Complete Submittal Package" with contract numbers. Points of contact for building access are: Casey Barnes (BB260, 910-440-0713), Chuck Callahan (BB265 and BB355, 910-451-8070), Daniel Tritt (BB270, 910-376-0784), and Shane Legg (BB274 and BB275, 910-546-6631). All attached specifications include Paints-Coatings Specifications, Resilient Flooring Specs, Material Quantity Data Sheet, Finish Legend, Combined Division 01 Specifications, Contractor Environmental Guide, and Building Floor Plans.
