About this opportunity

The Department of Labor, Office of Workers' Compensation Programs seeks benchmark-driven fee data for medical coding, with quotations due September 8, 2026 at 5:00 p.m. ET, extended from the original September 3 deadline by Amendment 001. Questions were due August 25 at 4:00 p.m. ET.

Place of performance is the contractor's facility. The procurement requires charge and allowed industry, state, and federal benchmark data for Current Procedural Terminology (CPT), Healthcare Common Procedure Coding System (HCPCS), Current Dental Terminology (CDT), and any other applicable medical coding classifications. Deliverables include standard benchmark percentiles (50th, 60th, 70th, 75th, 80th, 85th, 90th, 95th, and additional percentiles in 5-increment increments upon request); mean, median, and mode calculations; identification of actual versus derived benchmarks with underlying data point counts; ongoing customer support for data interpretation; graphical illustrations upon request; and data updates at least twice yearly to include new codes. The contractor retains data ownership; OWCP receives a license for internal federal employee use only. The contractor's standard data licensing terms will be reviewed by DOL's Office of the Solicitor, including third-party licensing agreements for CPT content (American Medical Association) and CDT content (American Dental Association).

The period of performance is one 12-month base period beginning September 14, 2026. The government anticipates award of a firm-fixed price purchase order. All required support for data questions and histograms must be included in the firm-fixed price with no separate hourly rate cap. All prospective vendors must be registered in SAM.gov. Quotations must be submitted electronically in three volumes: Technical Approach (maximum 10 pages), Past Performance (3 pages per reference), and Price (no page limitation). Evaluation prioritizes Technical Capability, then Past Performance, then Price. Both private and public sector past performance information is acceptable for evaluation. The NAICS code is 524298, All Other Insurance Related Activities.
