About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 (VA VISN 4) has issued a Special Notice for a sole-source contract to Becton Dickinson for moving and testing a MAX analyzer at the VA Pittsburgh Healthcare System. The notice indicates the government's intent to award a fixed-price contract directly to Becton Dickinson located in Sparks, MD, without competitive bidding. The contract is being conducted under simplified acquisition procedures, with the contracting officer determining that only one source is capable of providing the required services. The period of performance is set from 5/28/2025 to 7/28/2025, specifically to address an upcoming construction project that may potentially damage the medical equipment. This procurement is not a request for competitive quotations, but interested parties are allowed to submit evidence of their capabilities.

The primary objective of this Special Notice is to relocate a BD MAX analyzer approximately 50 feet within the VA facility due to imminent construction scheduled for 06/02/2025. Contractors interested in responding must submit supporting evidence to Contracting Officer Roger Tang via email at roger.tang@va.gov no later than May 21, 2025, at 10:00 AM EST. While the government is open to reviewing submissions, the determination to proceed with a sole-source contract remains entirely at their discretion. The scope of work includes moving the analyzer to a temporary location, performing a system check to ensure proper operation, and returning it to the original location within five business days after construction completion. The contract includes provisions for a BD MAX Qualification Kit, shipping, labor, travel, and deployment of a worldwide moving team. No subcontracting opportunities are anticipated, and contractors should be prepared to provide detailed information demonstrating their ability to meet the specific requirements outlined in the Statement of Work.
