About this opportunity
The Department of Agriculture Forest Service is seeking a contractor for the Beaver Lake Dam Rehabilitation project at Mark Twain National Forest, which involves replacing failed corrugated metal piping with reinforced concrete piping and constructing new infrastructure including a filter drain, plunge pool, control structure, and modular retaining wall for access. The existing piping and control structure failures have caused the water surface elevation to drop almost 7 feet, necessitating this comprehensive rehabilitation effort. This firm fixed-price contract requires contractors to be registered in SAM and submit separate technical and price proposals, along with past performance information and the capability to provide a performance bond. The government will award the contract using a best value determination method, evaluating proposals based on relevant past performance, technical approach, and price. Questions were due by September 10, 2025, with an extended questions deadline to September 12, 2025, and all quotes are due by September 17, 2025, at 11:00 AM CST.
This solicitation is set aside for small businesses, including woman-owned, service-disabled veteran-owned, HUBZone, and 8(a) businesses under NAICS code 237310 with a size standard of $45 million. No incumbent contractors are identified in the available documentation, though the project addresses infrastructure that has previously failed and requires replacement. While specific award values are not disclosed, the project falls within the $45 million size standard and involves multiple line items including mobilization, construction surveying, quality control, sampling and testing, earthwork, and concrete structure components. The performance period is scheduled from September 30, 2025, to February 15, 2026, providing approximately 4.5 months for project completion. The work will be performed at Beaver Lake in Mark Twain National Forest, located in Missouri at coordinates 36.800194, -90.623668, with the contracting office based in Rolla, Missouri.
