About this opportunity
The U.S. Army Corps of Engineers Jacksonville District is seeking a contractor to renourish shoreline in Palm Beach County, Florida between FDEP Range Monuments R-92.1 and R-102, including construction of a beach berm using sand sourced from multiple borrow areas located 4-5 nautical miles offshore. Key contract requirements include endangered species observers, sea turtle trawling (for hopper dredges only), beach tilling, vibration control and monitoring, environmental species monitoring, and turbidity monitoring, with work restricted from May 1st through October 31st due to environmental considerations. This is a firm-fixed price contract using FAR Part 14 Sealed Bidding with a 140-day performance period and liquidated damages of $5,931 per calendar day of delay; contractors must perform at least 30% of the work and be registered in the System for Award Management (SAM). The bid submission deadline was October 20, 2025, at 1:00 PM EDT, with bid opening at 2:00 PM EDT via Microsoft Teams, and technical questions were due by October 3, 2025. Bidders were required to submit a bid guarantee of 20% of bid price or $3,000,000, whichever is less, and amendment 0001 (posted October 14, 2025) contained critical updates to specifications and plans that supersede earlier versions.
This solicitation has no set-aside designation and is open to all qualified contractors. Two bidders submitted offers: Great Lakes Dredge and Dock and Maynard Enterprises, with the Independent Government Estimate showing total project costs around $16,406,000 and submitted bids ranging slightly higher. The estimated construction magnitude is $10-$25 million with 10 Contract Line Item Numbers (CLINs) covering mobilization/demobilization, beach fill, material screening, beach tilling, transportation/disposal of materials, environmental and species monitoring, and vibration control. The project delivery period runs from December 5, 2025, to April 24, 2026, with 60 calendar days allocated for mobilization and 150 calendar days for total performance. The work will take place in Palm Beach County, Florida, with sand sourcing from Palm Beach Harbor Entrance Channel and Settling Basins, Northern Borrow Area 1, and Northern Borrow Area 2, all located approximately 4-5 nautical miles from the project fill area midpoint.
