About this file

The document is a Geotechnical Data Report (GDR) for the Beach Renourishment Palm Beach Mid-Town project in Palm Beach County, Florida. The project involves beach renourishment between FDEP Range Monuments R-92.1 and R-102, sourcing sand from three primary borrow areas: Palm Beach Harbor Entrance Channel and Settling Basins, Northern Borrow Area 1 (NBA-1), and Northern Borrow Area 2 (NBA-2). These borrow areas are located approximately 4-5 nautical miles from the project's midpoint.

The GDR provides comprehensive geological and geotechnical information about the borrow areas, including regional and local geological context, materials encountered, and detailed boring log data. The report includes eighteen borings in NBA-1 and NBA-2, and thirty-two borings in the Palm Beach Harbor areas. Materials in the borrow areas are characterized as predominantly fine to medium-grained carbonate and quartz sand, with varying shell fragment contents and occasional rock fragments. The document includes detailed tables of field investigations, index testing data, boring log notes, and laboratory testing results, which will be crucial for contractors evaluating material suitability for beach renourishment.

GEOTECHNICAL DATA REPORT

1 SCOPE

The information provided in this section encompasses the geotechnical field investigations available for this project. The investigations consist of borings. The associated boring logs and laboratory data are presented in paragraphs 5.5 and 5.6, respectively. A character of materials paragraph is included to provide a comprehensive description of the materials utilizing both recent and historical knowledge of the project area. Also included in this section are definitions of terms and boring log notes, which provide additional explanation of the boring logs and drilling techniques.

During the solicitation period, any questions that pertain to the information provided in this section should be addressed to the contract specialist identified in Block 9 of SF1442. After contract award, questions should be addressed to the appointed ACO/COR, which will coordinate with Geosystems Branch.

2 PROJECT BACKGROUND

This project has historically been constructed by the non-federal sponsor.

For this event, beach compatible material will be dredged from offshore sand sources NBA-1 and NBA-2 and the federal navigation channel in Palm Beach Harbor. The data characterizing NBA-1 and NBA-2 presented in the following pages were supplied by the project sponsor and may not conform to Corps of Engineers standards.

3 CHARACTER OF MATERIALS

3.1 REGIONAL GEOLOGY

Palm Beach County is made up of three physiographic areas: The Atlantic Coastal Ridge, the sandy flatlands and the Everglades. The formations exposed at the surface include sand, coquina and limestone deposited during the glacial epochs starting 1 to 2 million years ago.

With the exception of the Everglades and the Loxahatchee Marsh area, where organic soils cover the surface, a layer of surface sand (Pamlico sand) overlies all of Palm Beach County. On the sandy flatlands between the Everglades and the coastal ridge, this sand is one to two feet thick, increasing to 10 feet or more along the ridge and adjacent barrier islands.

The Anastasia Formation immediately underlies the surficial sands. This formation is composed of sand, coquina, sandstone, limestone and shell beds. The Anastasia underlies all of eastern Palm Beach County from the beaches, where it ranges from 40 to 50 feet thick, to the edge of the Everglades, where it can be up to 200 feet thick.

The Caloosahatchee marl underlies the Fort Thompson and Anastasia Formation and is composed of sandy shell marl, and shelly sand with only minor amounts of sandstone and limestone. This formation can range from 30 to 110 feet in the Everglades and 230 to 330 feet in the coastal areas. The Caloosahatchee marl and the Fort Thompson Formation are currently included in the Tertiary – Quaternary Shell units (TQsu) described by the Florida Geological Survey. Subsequent formations include the Tamiami, Hawthorne, Tampa, Suwannee limestone, Ocala Group and the Avon Park limestone.

SECTION 00 31 32 3

3.2 THE LOCAL GEOLOGY

The barrier islands in the project vicinity are founded on the Anastasia Formation. Consisting chiefly of shell marl, the Anastasia Formation has been irregularly hardened into sandy limestone.

This is regarded as a local facies change as the Anastasia transitions into the Miami Oolite.

Pamlico sand is primarily quartz sand deposited during a higher stand of sea level and lies unconformably over the Anastasia Formation. This sand is overlain by recent deposits due to the erosion of outcroppings of the Anastasia Formation. This provides a source of shell and sand to the beach system, which itself is composed primarily of silica sand and shell.

3.3 MATERIALS ENCOUNTERED

The sand sources for this project are called North Borrow Area 1 (NBA-1), North Borrow Area 2 (NBA-2) and the Palm Beach Harbor (PBH) O&M project. NBA-1 and NBA-2 are located approximately 0.25 to 0.5 miles offshore Palm Beach County’s beaches and north of the PBH Entrance channel (Plate 1). A total of eighteen borings were drilled to a maximum elevation of -80 feet NAVD88 within NBA-1 and NBA-2 and thirty-two borings were drilled in the PBH O&M areas.

Boring locations are listed in Tables 1 through 5 and depicted in Plates 2 through 4. Laboratory testing results are summarized in Tables 5 through 10.

The character of materials within the offshore borrow area is indicated on the boring logs and laboratory data included in paragraph 5.5 and 5.6.

Much of the materials for NBA-1 and documented on the boring logs have been removed during previous dredging events. The surface elevation of the remaining useable sand within the dredging template can be obtained from the bathometric survey provided in the Plans. NBA-2 is a new borrow area and has not been dredged.

The materials encountered were summarized from the non-federal project sponsor’s borings.

The borings representative the materials encountered were supplied by the non-federal project sponsor and do not conform to Corps of Engineers standards. Prospective offerors are cautioned to use great care in the evaluation of these borings.

3.3.1 Borrow Area NBA-1

The materials encountered in NBA-1 consist of fine- to medium-grained predominately carbonate sand. High percentages of whole and broken shell fragments are present in some areas of the sand source, ranging in size from medium sand to gravel size. Rock is denoted on the core logs.

The rock fragments consist of pieces of coral and other aggregated coral fragments mixed with sand, and range in size from fine gravel to boulder size.

3.3.2 Borrow Area NBA-2

The material in the sand source NBA-2 is classified as a poorly graded, fine-grained sand composed of sand-sized quartz and bands of medium sand to fine gravel-sized shell fragments and trace amount of silt. Rock is not denoted on the logs, but may be present as pieces of coral and other aggregated coral fragments mixed with sand, and range in size from fine gravel to boulder size.

3.3.3 Palm Beach Harbor

The Palm Beach Harbor Entrance channel and the Settling Basins have been dredged historically multiple times. The last maintenance dredging event for the entire harbor was in 2021 and for the Entrance Channel and Settling Basins in 2025.

Materials presented on the boring logs and sediment gradation curves within the dredge template have been removed with subsequent shoaling of similar material. Additionally, the historic boring

Beach Renourishment Palm Beach Midtown

SECTION 00 31 32 4

logs provide valid information about the materials below the dredge template and what type of material can be expected in the side slopes.

The material in the channel and basin is classified as a poorly graded quartz sand with variable amounts of silt and gravel to sand-sized shell fragments.

This is an active navigation channel trash, and debris, such as ropes, anchors, aluminum cans, and plastic bottles from navigation activities are present in the materials to be dredged.

Additionally, rock was encountered in the Entrance Channel and the Settling Basins during the 2012 dredging event. Sand to boulder-sized rock fragments are present beneath the overdepth and in the side slopes and can slough into the channel during dredging.

5.3 BORING LOG NOTES

Vibracore borings were sampled using an Alpine style, pneumatic vertical hammer, vibracore drilling apparatus having a continuous 20-foot by 3 or 3 1/2-inch core barrel with clear plastic core liner that was advanced until a depth of 20 feet was reached or until refusal was encountered.

Refusal is defined as no additional penetration of the vibracore with two minutes of additional effort applied to penetrate through the resistant layer at maximum vibration. The vibracore apparatus is equipped with a graph-type depth of penetration recorder.

Borings of the CB-PBH95- series, and CB-LWI13- series were driven using the Standard Penetration Test (SPT) procedure with a 140 pound hammer with a 30-inch drop using a 2.0 foot split spoon (1 3/8-inch I.D. and 2-inch O.D.). Borings were advanced in 18-inch intervals, or until refusal was encountered. Refusal is defined as a total of 50 blows of the hammer within any 6-inch increment, a total of 100 blows within any 1-foot increment, or no observed advance of the sampler after 10 successive blows of the hammer. When refusal was encountered, the borings were continued with a 4-inch by 5 1/2-inch diameter core barrel until the rate of penetration indicated softer material, at which point the SPT procedure was resumed.

Borings CB-2, CB-3, CB-5, CB-40, were driven using a 300 pound hammer with a 18-inch drop using a 2.0 foot split spoon similar to the Standard Penetration Test (SPT) procedure. The blow

Beach Renourishment Palm Beach Midtown

SECTION 00 31 32 14

counts indicated are those required for sampling only and do not correlate to the N-values of a

SPT.

Surface Samples SS-PBCMT24-01 through SS-PBCMT24-14 and were collected with an AMS 6”x6”x6” clam shell sampler which weighs approximately 25 pounds. The sampler was tied to nylon rope and mounted on a shipboard winch with pulley. During sampling, the clam shell was allowed to free-fall from the winch at the target location.

Surface Samples SS-PBH24-01 and SS-PBH24-04 through SS-PBH24-6 were collected using two

1.5 foot long PVC tubes with a 3-inch diameter, bolted to a ship anchor. USACE personnel attached the double-PVC tubed anchor to a winch and allowed the PVC-anchor device to free-fall at each sampling location and drag the bottom sediment for 10-20 feet.

5.4 INSPECTION OF RECOVERED MATERIALS

Most of the material recovered from borings is not available for inspection because they were collected by the non-federal sponsor and are not in the possession of the Government.

The material recovered from borings marked with a checkmark in Tables 1-4 are available for inspection by prospective offerors at the Corps of Engineers District warehouse in Jacksonville, Florida.

Address: 3077 Talleyrand Avenue Jacksonville, 32206 Florida Hours: 7:00 am to 2:30 pm

The recovered materials will be available for inspection during normal business hours as noted above, except Federal holidays, during the entire bid period. Prospective offerors shall notify the Chief, Geology and Explorations Section at DLL-CESAJ-BoringRequest@usace.army.mil at least four (4) working days before the visit. The notification should include the project name and a list of the borings requested for inspection.

The following information will be required to schedule the visit:

(1) Project title;

(2) Specific borings or entire set which are to be viewed;

(3) Date, time, and duration of the visit;

(4) Name of the person(s) and company to view the borings; and

(5) Point of contact and phone number regarding the visit.

Prospective offerors shall record their material examination visit in a record book maintained at the inspection site.

It is strongly suggested that prospective offerors view the samples before submitting their bid.
