About this opportunity
The Department of the Air Force Pacific Air Forces is soliciting proposals for base-wide cell phone services through an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to support the 36th Communications Squadron at Andersen Air Force Base in Guam. The contractor must provide comprehensive cellular services and commercially available wireless devices including smartphones (Apple and Android), basic cellular phones, and internet hotspots, with service capabilities spanning the continental United States, Guam, and over 100 international countries. Key requirements include unlimited voice, SMS, and data plans compliant with FIPS 140-2 Standards and DoD Information Assurance policy, with services supporting approximately 560 users across six U.S. military combatant commands (USINDOPACOM, USEUCOM, USCENTCOM, USAFRICOM, USNORTHCOM, and SOUTHCOM). The solicitation will be evaluated using a Lowest Price Technically Acceptable (LPTA) methodology, with proposals rated as either Acceptable or Unacceptable on technical capability on a pass/fail basis, and only technically acceptable proposals will have their pricing evaluated. The deadline for submission is January 12, 2026, with requests for information due by January 13, 2026 at 10:00 a.m. Chamorro Standard Time.
This procurement is not designated as a set-aside contract and carries a total not-to-exceed value of $4,500,000 with individual task orders ranging from $2,500 to $750,000, with a guaranteed minimum order of $500. The base year contract period runs from February 2, 2026 through February 1, 2027, with four optional one-year renewal periods extending through February 1, 2031, plus a potential six-month extension. The pricing structure is firm-fixed price based on an ELIN Price List covering base year and option year quantities, including estimated 260 Apple smartphones, 20 Android smartphones, 60 basic cellular phones, and 40 internet hotspots in the base year, with corresponding monthly service plan allocations. Performance of the contract will be evaluated through the Contractor Performance Assessment Reporting System (CPARS), with mandatory evaluations for task orders exceeding $1,000,000 and performance metrics including 99% network availability and 4-8 hour service restoration timelines. All work will be performed at and delivered to Andersen Air Force Base in Yigo, Guam.
