About this file

This document is an RFI (Request for Information) Questions and Answers attachment for a cellular and mobile device service contract. The solicitation covers cellular services for government users, with specific requirements including local Guam phone numbers, no data throttling, 24-month device refresh options, and use of commercially owned frequencies. Key technical specifications include Apple Intune virtual network, potential FIPS 140-3 compliance, and DISA Approved Products List (APL) requirements with a focus on iPhone options.

Significant contract details include invoicing through Wide Area Workflow (WAWF), emergency equipment readiness requiring on-island equipment, and flexible user counts that can change with mission needs. The contract appears to cover approximately 560 cellular service users and 80 Data Stand-Alone Plans, with surge operations support through specific ELINs (Estimated Line Items). The procurement is a Lowest Price Technically Acceptable (LPTA) solicitation, with no page limit for technical volumes and no additional financial liability for cybersecurity incidents beyond a 24-hour reporting requirement.

Attachment 7 – RFI Question and Answers

1. Section 2.1.3 references a Past Performance Fact Sheet and Past Performance Questionnaires but neither are mentioned again nor was a Past Performance Fact Sheet included in the solicitation documents. Please confirm that neither are applicable to offerors' proposal submissions.

a. This solicitation is LPTA, past performance is irrelevant to your offer.

2. Section C.4.1 states that there can be no data throttling in Global, CONUS, and Local areas. Past performance for the Department of War users show an average of 1.67GB of international data used per user per month. Would the Government accept an international data roaming plan that includes 22GB of non-throttled data per user per month, then throttles to 256Kbps when that threshold is met?

a. No. Some users utilize their phone services as their main communication/work device.

3. Will the Government accept a 24 month minimum active service period to unlock a subsidized device?

a. Yes, but at the time of issuance, the phone must be sustainable for the minimum replacement period (24 Months).

4. Does the Government require local Guam phone numbers for cellular devices with voice services?

a. Yes.

5. Please clarify, with as much detail, the frequencies and protocols of Government owned/operated cellular and/or virtual networks that devices must work on.

a. They are mainly utilized on commercially owned frequencies.

b. Virtual Network: Apple Intune

6. FIPS 140-3 Compliance Scope: Can the Government clarify whether FIPS 140-3 compliance applies to data in transit, data at rest, or both, and whether compliance is required at the network, device, or application level?

a. Will have to get more information on this.

7. DISA Approved Products List (APL): Will the Government provide an initial baseline list of currently approved devices, or are offerors expected to propose a complete device list for Government review at award?

a. Can find the baseline list here: https://aplits.disa.mil/processAPList.action

b. Will require iPhone options.

8. Mobile Device Management (MDM): Will 36 CONS still require iPhones to be enrolled in Apple Business Manager?

a. Yes, 36 COMMS requires this.

9. Security Incident Liability: Beyond the 24-hour reporting requirement, are there contractual remedies or financial liabilities associated with cybersecurity incidents attributable to vendor systems or infrastructure?

a. No additional financial liability beyond the 24-hour reporting requirement will be placed on the vendor.

10. Definition of 'Complete' Coverage: Please clarify the objective criteria used to determine whether coverage is rated as 'Complete' for purposes of meeting the 90% AQL thresholds in Tables 4 and 5?

a. I’m not sure what this requesting. Table 4 describes “Complete”.

11. 24-Month Device Refresh Requirement: Is the 24-month device refresh mandatory for all devices, or optional at discretion based on mission need and funding availability?

a. At the discretion of the customer. Don’t believe there will be a funding requirement to have a replacement phone.

12. Surge Pricing Mechanism: Will surge support pricing be pre-established as ELINs at the IDIQ level, or negotiated separately at the task order level as undefined contract actions?

a. ELIN B101-106 are used for surge operations but may require additional coverage to meet the “complete” coverage required within the IDIQ.

13. Emergency Equipment Readiness: Are vendors expected to pre-position emergency devices or network equipment in Guam, or may response timelines rely on expedited shipment?

a. During emergency requirements, equipment needs to be on island and readily in place when required.

14. Transition Volume: Please provide an estimate of the number of lines expected to transition at initial task order award to assist offerors in migration planning and pricing.

a. I do not have this number.

15. Invoice & Reporting Templates: Please provide standard invoice and reporting templates to ensure consistency and reduce compliance risk?

16. Reporting Tool Integration: Are vendors required to integrate with any existing Government financial management systems, or is reporting limited to vendor-generated outputs?

a. Yes, vendors will be required to invoice directly through the Wide Area Workflow (WAWF) completed through the Procurement Integrated Enterprising Environment (PIEE).

17. Please provide a projected total number of trips expected per user/per year.

a. Unable to predict. It is based on each individual’s needs.

18. Please provide the projected timeframe during which users are expected to travel, including any known seasonal, quarterly, or mission-dependent travel periods.

a. Unable to predict. It is based on each individual’s needs.

19. Please confirm that the total number of Data Stand-Alone Plans is 80.

a. Is this total for the lifetime of the contract or what we currently have? This number changes as mission needs change. I do not have an exact number at this time.

20. Please confirm that the total number of users for the cellular service is 560.

a. Is this total for the lifetime of the contract or what we currently have? This number changes as mission needs change. I do not have an exact number at this time.

21. Please confirm if ELIN B102 - Local/Domestic Data and Data Roaming Only Service and B105 - Premium Data and Data Roaming Services Only Service are a separate service from the Mobile Wi-Fi Hotspot/Air card plans (ELIN B201, B202, B203).

a. Correct. B101-B106 are for cell phone devices. B201-B203 are for wifi puck/aircards.

22. Reference to Attachment 3 – Price Proposal Structure, please confirm if “Phones & Accessories” are required for every option year as listed in Pricing.

a. If this is for the “Pricing Schedule” attachment, yes “Phones & Accessories” will be required every option year for new users. Users are added and removed as mission requirements change.

23. Section 2.2 states that Volume I is limited to a maximun number of 10 pages. No page limit is given for Volumes II through IV. Typically for Volume III (Pricing Information) and Volume IV (Reps & Certs) the page limit is "N/A". Is there a page limit for Volume II (Technical)?

a. No page limit is required for Volume II.
