About this opportunity

The U.S. Coast Guard Base Seattle is seeking to procure a modern, commercially supported electronic marquee to replace the existing display at their main gate, serving as a visual messaging tool for situational awareness of personnel entering the facility. The required marquee must be a full-color LED display measuring 7 feet by 5 feet, featuring 4G cellular connectivity with a 5-year data plan, IP67 waterproof rating, vandalism resistance, and mounting at least eight feet high for optimal visibility. Contractors must be registered in the System for Award Management (SAM) and provide qualified personnel with electrical expertise, as this is identified as the most critical qualification for the project. The government will evaluate proposals using the lowest-priced, technically acceptable (LPTA) criteria, with awards made to responsible offerors meeting all technical specifications. The deadline for questions was August 18, 2025 at 12:00 PM PST, with proposal submissions due August 21, 2025 at 3:00 PM PST, and a mandatory site visit was conducted on August 13, 2025.

This acquisition is designated as a total small business set-aside under NAICS code 339950 (Video-based stadiums display manufacturing), with no incumbent contractors identified in the documentation. The contract will be structured as a firm fixed-price purchase order, though no specific award value or budget range is disclosed in the solicitation materials. The period of performance is established at 60 calendar days from contract award, with work restricted to Monday through Friday between 7:00 AM and 3:30 PM Pacific Daylight Time. The place of performance is located at the U.S. Coast Guard Base Seattle Front Gate at 1519 Alaskan Way South, Seattle, Washington 98134. The project involves both removal of the existing marquee and installation of the new system, with the contractor responsible for providing all necessary facilities, materials, equipment, and services except for a government-furnished laptop or tablet for interface purposes.
