STATEMENT OF WORK (SOW)
FOR
Base Seattle Marquee Installation
July 25, 2025
1.0 GENERAL
1.1 BACKGROUND
The existing electronic marquee at Base Seattle is reaching end of support and requires replacement. The electronic marquee serves as a visual broadcast and situational awareness tool that is an important component to the Base’s physical security posture and unit cohesiveness.
1.2 Description of Service
Provide a modern, commercially supported electronic marquee that Base Command Staff can use to display visual messaging for situational awareness of personnel arriving at the main gate.
1.3 SCOPE OF WORK
Removal of existing marquee that stands inside the Base Seattle main gate in Seattle, WA. Turn existing marquee over to property division. Supply, deliver, install, and test new LED marquee. Evaluate feasibility of new location located adjacent to and outside of main security gate. Minor preparation may be required for mounting.
1.4 PERIOD OF PERFORMANCE
The period of performance for this contract must not exceed 60 calendar days from the date of award.
1.5 PLACE OF PERFORMANCE

1.6 HOURS OF OPERATION
Contractor employees must generally perform all work between the hours of 07:00 and 15:30 PDT, Monday through Friday (except Federal holidays).
1.7 AWARD: It is the government’s intent to make award to the low cost responsive and responsible offeror through issuance of a firm fixed price contract. Under FAR 4.1103 prospective contractor shall be registered in System Award Management (SAM) prior to award. Failure for contractor to be registered in SAM shall result in Contracting Officer to proceed with next successful registered offeror. Website: www.sam.gov
1.8 INVOICING: The Contractor is required to submit proper invoices through the U.S.
Department of Treasury’s Invoice Processing Platform (IPP). The POC provided in the SAM.gov registration will have their IPP login and a link to the IPP application. Registration http://www.sam.gov/

2.0 SPECIFIC REQUIREMENTS
2.1 Removal of existing marquee
2.1.1 Removal of existing marquee, mounts, and unneeded foundations are to be given to Coast Guard Contracting Officer Representative (COR) for proper disposal.
2.2 Prepare new electrical, foundation and/or mounts.
2.2.1 Evaluate existing infrastructure for marquee mounting suitability. Inspect and perform minor preparation to metal mounts to include – cleaning, brushing, scraping, preserving. Any moderate-severe corrosion or structural concerns exceeding minor preparation shall be relayed to the Government. If fence is not viable structure to hold the marquee, contractor shall furnish and install a pedestal. Contractor shall consult with base security for any mounts outside of security fence for compliance with physical security requirements.
2.2.2 Prepare and install electrical systems to provide unit power and communication. Any moderate-severe electrical concerns exceeding minor preparation shall be relayed to the Government.
2.3 Furnish and install new electronic marquee
2.3.1 Furnish new full-color LED marquee
2.3.1.a Marquee shall have remote and hard-wire connectivity capability via 4G or more recent cellular technology, and a new 5-year data plan compatible with a website accessed via a Coast Guard standard workstation. Include website address for access to marquee programming in bid. Marquee shall function without a standalone single-purpose computer.
2.3.1.b Marquee shall be waterproof to an IP67 standard, fully sealed, resistant to vandalism..
2.3.1.c Marquee shall work with existing electrical infrastructure. Electrical drawings enclosed.
2.3.1.d Marquee shall be, at minimum, 7ft x 5ft with LED backlit & 10MM full color. All electronics shall operate off of a 120V AC power supply.
2.3.1.e Marquee shall be visible to personnel entering base by foot or vehicle. If mounted within gates, marquee shall be mounted high enough to not be blocked by a personal vehicle parked infront of it: minimum of eight feet off the ground.
2.3.1.f Marquee shall not block gate guard visibility of street, or interfere with physical security in any way. Final location requires approval of Coast Guard.

infrastructure. Contractor shall evaluate viable locations in conference with Coast Guard Contracting Officer Representative.

2.4 FUNCTIONAL TEST AND USERS GUIDE OF ELECTRONIC MARQUEE
2.4.1 Complete power-up and test of the new electronic marquee to demonstrate full functionality of display and communications.
2.4.2 Test remote control and editing of marquee display via GFE stand-alone computer or tablet chosen by contracting officer. Marquee shall be controllable from Base Seattle Command Administrative Assistant Desk and alternative desk chosen by Project Officer.
3.0 PERSONNEL REQUIREMENTS
3.1 QUALIFIED PERSONNEL
The Contractor shall ensure all Contractor Personnel have qualifications specific to their duties and follow all safety protocol.
3.2 CONTINUITY OF SUPPORT
The Contractor must ensure that the contractually required level of support for this requirement is maintained at all times. The Contractor must ensure that all contract support personnel are present for all hours of the workday. If for any reason the Contractor staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Contractor must provide e-mail notification to the USCG Project Officer prior to employee absence. Otherwise, the Contractor must provide a fully qualified replacement. Installation and testing shall be completed in the specified period of performance (60 days).
3.3 KEY PERSONNEL
The Contractor shall provide government with point of contact for notification purposes. For gaining access to Base Seattle, Contractor personnel shall send the following information to the Contracting Officer for security approval: First and Last name, date of birth, and drivers license number with the state it is from.
3.4 PROJECT MANAGER
The Contractor must provide a Project Manager who must be responsible for all Contractor work performed under this SOW. The Project Manager must be a single point of contact for the Contracting Officer and the USCG Project Officer. The name of the Project Manager, and the name(s) of any alternate(s) who must act for the Contractor in the absence of the Project Manager, must be provided to the Government as part of the Contractor's proposal.
The Project Manager is further designated as Key by the Government. During any absence of the Project Manager, only one alternate must have full authority to act for the Contractor on all matters relating to work performed under this contract. The Project Manager and all designated alternates must be able to read, write, speak and understand English.

Additionally, the Contractor must not replace the Project Manager without prior approval from the Contracting Officer.
3.4.1 The Project Manager must be available to the USCG Project Officer between the hours of 07:00 and 15:30 PDT, Monday through Friday, and must respond to a request for discussion or resolution of technical problems within one hour of notification.
3.5 EMPLOYEE IDENTIFICATION AND BASE ACCESS
Contractor employees visiting Government facilities must wear an identification badge that, at a minimum, displays the Contractor name, the employee’s photo, name, and badge expiration date. Visiting Contractor employees must comply with all Government escort rules and requirements. All Contractor employees must identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times. Work will be conducted on a Military facility. Notify the USCG Project Officer of any personnel requiring access at least 48 hours in advance. Either a valid State or Federal REAL ID in conjunction with a work ID or a RapidGate credential is required to be presented at the Main Gate before access can be granted.
3.6 EMPLOYEE CONDUCT
Contractor’s employees must comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor must ensure Contractor employees present a professional appearance at all times and that their conduct must not reflect discredit on the United States or the Department of Homeland Security. The Project Manager must ensure Contractor employees understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security.
3.7 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS
The Government may, at its sole discretion (via the Contracting Officer), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons.
Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.
4.0 OTHER APPLICABLE CONDITIONS
The contractor must provide the names of all employees requiring access to the Base to the USCG POC at least 48 hours prior to arrival. The contractor must state if the employee is a US Citizen or Foreign National. Valid Federal or State ID must be presented to the Guard at the Main Gate.
4.1 WARRANTY
Contractor shall provide information on maxiuim warranty opitions that included with marquee.

4.2 POST AWARD CONFERENCE

4.3 PROJECT PLAN
A verbal project plan is acceptable upon start of the work.
4.4 PROGRESS REPORTS
The Project Manager must provide a daily progress report to the USCG Contracting Officer Representative.
4.5 PROGRESS MEETINGS
The Project Manager must be responsible for keeping the USCG POC informed about Contractor progress throughout the performance period of this contract.
4.6 GENERAL REPORT REQUIREMENTS
The Contractor must provide all written reports in electronic format with read/write capability using applications that are compatible with DHS workstations (Microsoft Office Applications).

5.0 GOVERNMENT FURNISHED RESOURCES
The Government will furnish a stand-alone laptop or tablet device to interface with the electronic marquee.
6.0 CONTRACTOR FURNISHED PROPERTY
The Contractor must furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract. It is the sole responsibility for the contractor to have all packaging material, excess material and any other items that generated by the project that is waste must be removed from the site. The contractor must ensure that all items that need disposal will be properly disposed of in accordance with state and federal requirements.
