About this opportunity
The Department of the Air Force Reserve Command has published a Special Notice announcing its intention to award a sole source contract extension for Base Operations Support (BOS) Services at Pittsburgh Air Reserve Station in Pennsylvania. Under the authority of FAR 6.302-1 and 10 USC 3204(a)(1), the 911th Maintenance Support Group intends to extend the incumbent contractor's services for an initial five-month period with an optional three-month follow-on. The notice indicates that only one responsible source exists to satisfy agency requirements without unacceptable delays or duplication of costs. Any lapse in BOS contract services would result in operational shutdown at Pittsburgh ARS and loss of support to tenant organizations. This is a firm-fixed price, labor hour, and cost reimbursement contract structure, and no formal solicitation will be issued.
The extension is designed to bridge the gap between the expiration of the current contract and the completion of a new long-term competitive procurement, which was synopsized in March 2025 and remains under source selection evaluation. The sole source extension will run from November 1, 2025, through March 31, 2026, with the optional extension period extending through June 30, 2026. The incumbent contractor, Criterion Corporation, is a Service-Disabled Veteran Owned Small Business (SDVOSB) and Woman-Owned Small Business (WOSB) with over 16 years of experience delivering mission-essential BOS services including material management, ground transportation, vehicle management, real property maintenance, and fuels management. The notice explicitly states that proposals are not being requested and no written solicitation will be issued, as this is a sole source extension to an existing contract. Funding will be provided through Air Force Reserve Command Operations & Maintenance appropriations.
Notice text
Under the authority of FAR 6.302-1, the 911th MSG/PK, intends to award a five-month, with a three-month option, sole source, Firm-Fixed Price, Labor Hour and Cost Reimbursement contract extension, to the incumbent Service-Disabled Veteran Owned Small Business and Woman-Owned Small Business, Criterion Corporation. Use of the authority under FAR 6.302-1 and 10 USC 3204(a)(1), Only one responsible source – No other supplies or services will satisfy agency requirements, was found appropriate as any lapse in the award of a contract for Base Operations Support (BOS) services, which provides mission-essential services to Pittsburgh ARS and other tenant organizations, would result in the shut-down of operations at Pittsburgh ARS, PA and loss of support to the tenant organizations. As evidenced in the draft sole source justification, there is only one contractor that could meet the requirements of this contract without unacceptable delays or duplication of costs. Proposals ARE NOT being requested, and a written solicitation WILL NOT be issued.
