About this opportunity
The Department of the Air Force Reserve Command has issued a Special Notice for a six-month sole source contract extension for Base Operations Support (BOS) Services at Pittsburgh Air Reserve Station. The contract will be awarded to the incumbent contractor, Criterion Corporation, which is a Service-Disabled Veteran Owned Small Business and Woman-Owned Small Business. The extension is being pursued under FAR 6.302-1 authority, specifically citing that no other contractor can provide the required services without unacceptable delays or cost duplication. The contract extension is critical to prevent potential shutdown of operations at Pittsburgh ARS and maintain support for tenant organizations. The contract period will run from 1 May 2025 to 31 October 2025.
The primary purpose of this Special Notice is to bridge operational continuity while a long-term competitive procurement is finalized. The Air Force Reserve Command delayed the original procurement after directing changes to the Source Selection Plan, necessitating this six-month extension. Criterion Corporation is the sole eligible contractor for this contract, which will utilize a mix of Firm-Fixed Price, Labor Hour, and Cost Reimbursement contract line items. The BOS services covered are mission-critical and include essential functions such as materiel management, ground transportation, vehicle management, traffic management, real property maintenance, and fuels management. The extension will support key units including the 911th Airlift Wing, 32d Aerial Port Squadron, and 758th Airlift Squadron. Funding will come from the FY2025 Air Force Reserve Command Operations & Maintenance budget. The new long-term competitive solicitation was posted on 19 March 2025, with an estimated award between September and October 2025.
Notice text
Under the authority of FAR 6.302-1, the 911th MSG/PK, intends to award a six-month, sole source, Firm-Fixed Price, Labor Hour and Cost Reimbursement extension contract to the incumbent Service-Disabled Veteran Owned Small Business and Woman-Owned Small Business, Criterion Corporation. Use of the authority under FAR 6.302-1 and 10 USC 3204(a)(1), Only one responsible source – No other supplies or services will satisfy agency requirements, was found appropriate as any lapse in the award of a contract for Base Operations Support (BOS) services, which provides mission-essential services to Pittsburgh ARS and other tenant organizations, would result in the shut-down of operations at Pittsburgh ARS, PA and loss of support to the tenant organizations. As evidenced in the draft sole source justification, there is only one contractor that could continue the requirements of this contract without unacceptable delays or duplication of costs. Proposals ARE NOT being requested and a written solicitation WILL NOT be issued. The follow-on Request for Proposal to the existing BOS contract is currently posted in Contract Opportunities under Notice ID: FA671225R0001.
