About this opportunity
The Department of the Air Force Reserve Command intends to award a five-month sole-source contract extension to Criterion Corporation for Base Operations Support services at Pittsburgh Air Reserve Station, Pennsylvania, with performance from July 1 through November 30, 2026. No proposals are being requested, and no written solicitation will be issued.
The extension bridges the gap between expiration of the current contract and anticipated award of a competitive long-term RFP. A new competitive solicitation was synopsized on March 19, 2025, with source selection underway and competitive award estimated for August 2026. The Government determined that sole-source award is appropriate under 10 U.S.C. 3204(a)(1) and RFO 6.103-1 because any lapse in BOS services would result in shutdown of operations at Pittsburgh ARS and loss of support to tenant organizations. Criterion Corporation, the incumbent Service-Disabled Veteran Owned Small Business and Woman-Owned Small Business, has performed these services for seven years with experience at multiple Air Force locations.
BOS services are classified as mission-essential and include materiel management, ground transportation and vehicle management, traffic management operations, real property maintenance, and fuels management. The contract will employ firm-fixed-price, labor-hour, and cost-reimbursement line items. Appropriated funding comes from FY2026 Air Force Reserve Command Operations & Maintenance resources. Four preceding justifications and approvals have supported prior bridge extensions and modifications to this contract.
Notice text
Under the authority of RFO 6.103-1, the 911th MSG/PK, intends to award a five-month, sole source, Firm-Fixed Price, Labor Hour and Cost Reimbursement contract extension, to the incumbent Service-Disabled Veteran Owned Small Business and Woman-Owned Small Business, Criterion Corporation. Use of the authority under RFO 6.103-1 and 10 USC 3204(a)(1), Only one responsible source – No other supplies or services will satisfy agency requirements, was found appropriate as any lapse in the award of a contract for Base Operations Support (BOS) services, which provides mission-essential services to Pittsburgh ARS and other tenant organizations, would result in the shut-down of operations at Pittsburgh ARS, PA and loss of support to the tenant organizations. As evidenced in the draft sole source justification, there is only one contractor that could meet the requirements of this contract without unacceptable delays or duplication of costs. Proposals ARE NOT being requested, and a written solicitation WILL NOT be issued.
