About this file
This Justification and Approval (J&A) document covers a bridge contract extension for Base Operations Support (BOS) Services at Pittsburgh Air Reserve Station, Pennsylvania. The current contract with Criterion Corporation, a Service-Disabled Veteran Owned Small Business (SDVOSB), will be extended for a five-month period from 1 November 2025 to 31 March 2026, with an optional three-month follow-on period from 1 April 2026 to 30 June 2026. The extension is necessary to provide sufficient time to complete the procurement of a new long-term competitive contract, which was synopsized on 19 March 2025 and is currently in the source selection evaluation process.
The BOS services are mission-essential functions supporting the 911th Air Wing, including material management, ground transportation, vehicle management, traffic management, real property maintenance, fuels management, and other critical base support activities. The extension is justified to prevent disruption of vital services during the winter months and to ensure a smooth transition between contractors. The total estimated contract value is redacted, but the contract will be funded through Air Force Reserve Command Operations & Maintenance appropriations. The current contractor, Criterion Corporation, has over 16 years of experience providing these services and is considered the only source capable of immediately maintaining the required service capabilities without unacceptable delays or excessive costs.
