About this opportunity

The Department of the Navy Naval Facilities Engineering Command (NAVFAC Southeast) is seeking to procure comprehensive Base Operations Support (BOS) Services for Naval Air Station (NAS) Jacksonville, Florida and its outlying areas. The services encompass facility management, facility investment, utilities management (including electrical, wastewater, steam, water, and compressed air systems), transportation, environmental services, and training pool operations. This is a performance-based, competitively procured requirement under FAR Part 15 (Contracting by Negotiation) that will utilize the NAICS Code 561210 (Facilities Support Services). The contract will be awarded as a Facilities Support Indefinite-Quantity agreement. The pre-solicitation notice was posted on October 27, 2025, with a deadline for interested parties to submit questions and comments by November 10, 2025. Site visits for prospective contractors are scheduled from November 18-21, 2025, allowing bidders to assess the scope of work before submitting formal proposals.

This procurement is designated as a Total Small Business set-aside, with an annual small business size standard of $47.0 million, restricting competition to small business concerns meeting size requirements. The incumbent contractor currently performs these services under contract N6945019D1750, which was awarded in 2018, and the new contract will replace this existing agreement. The proposed contract structure includes a base period of one year with seven additional one-year option periods, creating a total potential performance period of up to eight years (96 months). The base period recurring work requirement will establish the overall minimum guarantee for contract performance. Should the government delay awarding a follow-on contract, contractor performance may be extended for up to six months under FAR clause 52.217-8, providing continuity of essential facility operations at the naval installation.
