About this opportunity
Army Contracting Command seeks base life support and transportation services for Pacific Friendship 26 in Vietnam, with quotes due May 15 at 1:00 p.m. Hawaii Standard Time and questions due May 1. The solicitation is designated as women-owned small business (WOSB) but carries no set-aside restriction—it is unrestricted competition.
Performance runs June 10 through July 7, 2026, with place of performance in Đồng Hới, Quảng Bình, Vietnam. Delivery of all equipment must occur 24 hours before performance begins; removal must be completed within 16 hours after completion.
The requirement spans two line items: base life support services and transportation services, each with firm fixed pricing. Base life support includes 49 portable latrines with daily cleaning, 25 hand washing stations, power generation (24/7 unless specified), 25 tents with air conditioning and power, 99 adjustable dental chairs, 110 office dividers, 22 three-tank sanitation stations, 99 supply tables, and 311 interpreter services (Vietnamese-English, including medical, engineering, and administrative specializations with simultaneous interpretation capability). Transportation requires 78 eight-passenger vans, 180 twelve-passenger vans, 7 thirty-to-forty passenger buses, 4 box trucks, 22 cargo vans, and 4 four-by-four trucks—all climate-controlled with drivers limited to 8 consecutive hours per 24-hour period and cumulative mileage not exceeding 1,200 kilometers over the period.
Offerors may submit quotes in USD or Vietnamese Dong, with all offers evaluated in USD using the XE.com conversion rate on May 15. All equipment must comply with Section 889 requirements. Electrical installations must meet US National Electric Code standards. Award will be made to the responsible offeror whose offer is most advantageous considering technical capability, experience, and price. Offerors must submit an Experience Information Sheet documenting relevant work within the past three years and must be registered in SAM.gov and WAWF prior to award. The NAICS code is 561210, Facilities Support Services.
