About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation W91QVP-26-Q-A004, issued by the U.S. Army. The document addresses industry inquiries regarding a logistics and support services requirement for an exercise in Dong Ha, Vietnam, scheduled for June 10 to July 7, 2026.
Transportation and Personnel Services: The contract requires multiple vehicle types including vans, buses (30-40 passenger capacity), box trucks, and 4x4 trucks for the EOD Team. Standard daily service hours are 0800-1730 with slight fluctuations based on activity schedules. Box truck routes include Dong Hoi to Dong Ha with return trips; bus routes are limited to local transport only (one airport-to-hotel trip per day expected). The cumulative mileage cap across the period of performance is 1,200 kilometers. Drivers have a maximum 8-hour working day with standby drivers required to maintain 24-hour availability. All vehicles must maintain tracking systems compliant with Section 889 (no Chinese-made components). Interpreter services are required from 0600-1800 daily to support 3-5 personnel per interpreter, with medical terminology proficiency required. Locations for interpreters and vehicles will meet activity leads at Hotel (ARFOR HQ) on a tentative basis.
Infrastructure, Hygiene, and Facilities: The contractor must provide water sourcing, transport, and storage for handwashing stations; grey water disposal frequency is based on contractor operational requirements. Dental facilities will operate inside primary school buildings (Son Thuy and Le Ninh primary schools) with fluorescent beam lighting, requiring 10 waiting chairs and serving 8-10 personnel. Tents (priority over modular structures) must be closed and air-conditioned if required; prefabricated steel structures are acceptable alternatives for weather resilience. No AC tent waiting area is required. The contractor will select tent placement according to Vietnamese law and regulations. The Government will furnish bottled drinking water and coordinate exercise badges through the embassy as needed. Cargo transport estimated at 7,800 pounds requires contractor-provided loading/unloading labor with schedules coordinated with the Contracting Officer's Representative (COR). Specific location details for latrine/handwashing stations, tents, power generators (5K), and dental facility sites will be provided closer to the June 22, 2026 exercise start date.
