About this opportunity

The Department of the Navy Naval Facilities Engineering Command (NAVFAC) is seeking a small business contractor to perform comprehensive demolition services at Marine Corps Base Camp Lejeune in North Carolina. The project involves demolishing fifty-seven (57) base housing structures, including associated garages, utilities, and pavement surfaces, with each building and area designated as a separate bid item. Contractors must be certified with federal, state, and local Environmental Protection Agencies and will be responsible for utility locates, grading, and restoring demolished areas to green space with proper drainage. Interested firms must submit capability statements by February 19, 2025, at 2:00 PM, demonstrating technical competence, SAM registration details, and small business status. The government will evaluate responses based on technical capabilities, compliance with environmental regulations, and ability to meet the project's specific demolition and restoration requirements.

The contract is set aside exclusively for small businesses, with a preference for HUBZone, 8(a), SDVOSB, WOSB, EDWOSB, or other small business classifications. The procurement falls under NAICS code 238910 (Site Preparation Contractors) with a $19 million size standard, indicating a substantial project scope. The contract will be a Firm-Fixed Price agreement with a 365-day performance period, and the actual solicitation will be posted on SAM.gov on or after March 21, 2025. A unique aspect of the contract allows one person to potentially serve dual roles as Superintendent/Quality Control and Safety Health Officer if they are qualified for both positions. Contractors must be prepared to provide transportation to and from facility locations and will be responsible for repairing any incidental damage to existing utilities at their own expense.
