About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking a contractor to provide comprehensive emergency spill response services at Robins Air Force Base in Georgia. The contract covers 24/7, 365-day emergency response for petroleum, oil, lubricant, and hazardous material spills, with a required one-hour initial response time. Key requirements include HAZWOPER certification for personnel, environmental sampling, equipment inventory maintenance, visual monitoring of surface waters, and participation in annual training exercises. The contractor must handle spill cleanup activities ranging from small incidents to large releases, including containment, assessment, decontamination, and comprehensive incident reporting. Proposals are due July 31, 2025, at 12:00 PM EST, with evaluation based on lowest price technically acceptable criteria, specifically considering HAZWOPER certification documentation. A mandatory site visit is scheduled for July 10, 2025, at 10:00 AM EST, requiring pre-registration with completed access affidavits by July 5, 2025, at 3:00 PM EST, and all requests for information must be submitted by July 16, 2025, at 12:00 PM EST.
This solicitation is set aside for Women-Owned Small Business (WOSB) concerns under the Total Small Business designation, with a size standard of $25 million. The contract includes a base period from September 1, 2025, to August 31, 2026, with two one-year option periods extending through August 31, 2028. The pricing structure combines firm fixed price and time and materials arrangements, with monthly fixed prices of $384 for the base period and $432 for Option Year 1 for defined requirements like bi-monthly boom replacements and on-call services. Robins AFB typically experiences 15-20 spills per year, and the contractor must be prepared to support base hazmat response teams with mission-essential services during potential crisis situations. The work will be performed at Warner Robins, Georgia, with the contractor required to maintain trained personnel and detailed documentation throughout the contract period.
