About this file
This document is an Amendment 1 for the Base Emergency Spills Response solicitation (FA850125R0006) issued by the Department of the Air Force Materiel Command Air Force Sustainment Center. The amendment introduces additional proposal submission requirements, specifically requesting contractors to provide a detailed narrative explaining their financial capabilities to manage contract costs during the base year and two option periods, including their capacity to handle potential debt and invoicing delays.
The amendment requires contractors to submit substantiating financial documentation, referencing DFARS 232.072-2, and advises that pre-award surveys may be conducted by DCMA (Defense Contract Management Agency). A site visit is scheduled for 10 July 2025 at 10:00 a.m. EST, with mandatory registration requiring each attendee to complete a Robins AFB Access Affidavit and email it to specified Air Force contacts. Contractors are strongly encouraged to attend the site visit to assess the work's complexity, with the understanding that post-visit claims about site conditions will not be considered.

Base Emergency Spills Response
Notice ID: FA850125R0006 This amendment is to add additional requirements for proposal submission. Along with the requirements to sign the RFP, fill out the clauses applicable, submit all documentation to comply with the Special Standards of responsibility in Section M, and complete the attached bid schedule. The contractor is to Please provide a narrative statement from your company on how you can successfully cover your financial responsibilities for this contract over the base year and two option periods. Your narrative should be able to explain how your company can carry debt during and up to invoicing and payment by the government.
1. Along with this narrative, please provide any substantiating documentation that you feel would bolster your position. Examples of substantiating documentation can be found at DFARS 232.072-2.
Lastly, for your awareness, requests for pre-award surveys of your company may be sent to DCMA. We are doing the above in parallel with that effort in the event that DCMA’s review timeline exceeds our award schedule. Please do not be surprised if you hear from them.
