About this opportunity

The U.S. Army Corps of Engineers Engineering District Omaha seeks removal and replacement of rigid and flexible hydraulic lines on Equipment Barge #600 for the Missouri River Project Office, with proposals due September 18 at 2:00 PM Central Time. The procurement is set aside 100 percent for women-owned small businesses (WOSB).

Place of performance is 9901 John J. Pershing Drive, Omaha, Nebraska 68112. The work involves replacing approximately 72 feet of hard line and 80 feet of bangboard-mounted hydraulic lines operating at 3,000 psi on a spud barge used for Missouri River Recovery Program maintenance. Rigid lines consist of Schedule 160 seamless steel pipe (ASTM A106 Grade B or ASTM A333 Grade 6) in three sizes: one 1.5-inch diameter supply line, one 1.75-inch diameter supply line, and one 2-inch diameter return line, with socket weld fittings. Flexible lines must meet SAE 100R12 specifications with synthetic inner tube and be USCG Approved/SAE J1942 Type A. The contractor must drain and dispose of existing hydraulic fluid, remove and dispose of existing lines, install new lines, pressure test per industry standards, perform welding repairs to the spud well box using E7018 electrodes, implement engineering controls and containment systems, and conduct final cleaning. All work within the barge hull constitutes permit-required confined space work requiring compliance with EM 385-1-1, 29 CFR 1910, 29 CFR 1926, and OSHA directives; the contractor must develop on-site confined space rescue and recovery procedures and cannot rely on local emergency responders. Personnel entering confined spaces must hold current Permit Required Confined Space training certification.

Period of performance runs November 15, 2026, to March 15, 2027, with work hours 7:00 am to 3:30 pm Monday through Friday, excluding federal holidays. This is a firm-fixed-price contract with a single payment upon completion and government acceptance. Service Contract Act prevailing wage rates apply (WD 2015-5005, Revision 30, effective August 27, 2026). NAICS code is 811310; PSC code is J998. Evaluation is based on relevant experience and past performance of similar projects within the last five years, plus price, with award to the offeror representing best value. A mandatory site visit occurred September 11, 2026; the revised Performance Work Statement dated September 16, 2026 (Amendment 0002, effective September 16) supersedes earlier versions and specifies that offers must acknowledge receipt of all amendments prior to submission.
