About this file
This is a Questions and Answers document for a Spud Barge Hydraulic Lines contract opportunity, updated September 15, 2026. The document addresses 11 clarification questions from potential bidders regarding the scope of work and technical specifications.
The contract involves replacing "working Live" hydraulic lines currently in service on a spud barge, with approximately 72 feet of hard line length and 80 feet of bangboard length. The work does not include removal of abandoned lines previously left in place. The hard tube sizes are 1.5", 1.75", and 2" outside diameter measurements. The entire hydraulic system must be rated at 3000 psi and tested using industry standards; flex lines are tested by the manufacturer while hard lines will require testing per industry standards. Schedule 160 seamless steel pipe is required to handle peak system pressures, and readily available sockets meeting specifications will fit existing bangboard openings without additional work. The corroded mechanical bulkhead fittings at the bangboard will require replacement. The pipe diameter measurements provided in the Performance Work Statement were outside diameter measurements of existing seamed rigid lines. The project is scheduled for award prior to September 30, 2026, and the bid due date will not be extended due to the aggressive timeline. A second site visit cannot be supported as the barge is back in service and operating on the river. Section 1.7 Standards and Regulations of the revised Performance Work Statement specifies applicable federal regulations contractors must follow, including requirements for hot work performed inside the hull.

Spud Barge Hydraulic Lines Questions and Answers
Updated: 09/15/2026
1) Q: What is the total length of the hard lines?
A: Approximately 72 feet hard line length, 80 feet bangboard length field measured.
2) Q: Is the contractor to remove the old, abandoned lines that were left in place?
A: No, this contract only pertains to the “working Live” hydraulic lines currently in service.
3) Q: Are the bulkhead fittings a welded fitting or are they a mechanical compression fitting?
A: They are a mechanical fitting but are corroded and will need to be replaced.
4) Q: Are there pressure testing requirements for the hard lines and the flex lines? Is the 3000 psi an actual real pressure requirement?
A: The flex hydraulic lines are tested at the manufacturer. The existing system is rated at
3000 psi. The entire system will need to carry the same pressure rating and will need to be tested using industry standards.
5) Q: There was uncertainty that schedule 160 seamless steel pipe sockets would fit in the existing opening in the bangboard openings. This would possibly require more work that is not included in the contract currently.
A: There are readily available sockets that meet the requirements that will fit in the existing openings.
6) Q: Were the rigid pipe diameters provided in the PWS inside diameter measurements or outside diameter measurements?
A: The measurements provided were outside diameter measurements of the existing seamed rigid lines.
7) Q: Are there any plans to extend the bid due date?
A: This project is slated to be awarded prior to 30 September 2026 and an extension to the due date will place this project at risk of not being awarded.
8) Q: With the pipe wall thickness increasing to schedule 160, the inside diameter of the pipe will decrease if replaced with the specified outside diameter. This change will lead to overall friction loss and a decrease in flow. Could you please confirm if this specification was intentionally changed, or if this is the new standard moving forward?
A: The Schedule 160 pipe is required for the peak pressures the system will see during operation. So, no change in requirements.
9) Q: Can a second site visit be supported?
A: No, a second site visit cannot be supported. The barge is back in service and out on the river.
10) Q: Clarification on the hard tube in the bang wall that it is 2 inch, inch and a half and 1 inch.
A: The description of services bullet number 2 states, 1.5”, 1.75”, and 2”. These are the outside diameter pipe measurements clarified in a previous question.
11) Q: Also, clarification at any hot work performed. Inside the hull will require medical service on site during the deterioration of any hot work performed.
A: Section 1.7 Standards and Regulations of the revised PWS provides the federal regulations the contractor is required to follow.
