This task order is set aside for small businesses and is issued to nine pre-selected holders of the General Construction for Hampton Roads, Virginia small business MACC (MACC Group ID: ML-C00081).
The estimated price range is $500,000 to $1,000,000, with a 120-calendar-day completion deadline from task order award. Work involves demolishing approximately 127 existing pole-mounted metal halide fixtures and installing new LED fixtures (HYLITE AEON PNR Series, 500W at 91,300 lumens or 750W at 113,860 lumens) with new NEMA 4X control enclosures. The contractor must remove and reinstall an inactive osprey nest at Ballfield 623 and repair broken rigid conduit at Ballfield 631. No design services are required. Working hours are 0700–1630 Monday through Friday, excluding federal holidays. Utility outage applications require 15 days advance notice; a time extension will be considered upon award if an active osprey nest is discovered during work.
All contractor employees and subcontractors must obtain current Contractor Base Access Passes and Badges. Prior to construction start, the contractor must submit manufacturer product data, equipment equivalency documentation, warranties, Accident Prevention Plan, Activity Hazard Analysis, and Quality Control Plan. Work must comply with USACE EM-385-1-1, OSHA CFR Part 1926, and USEPA regulations. Prevailing wage (Davis-Bacon) applies under General Decision VA20260167.
