About this file
This is Amendment 0003 to Solicitation N40085-26-R-0164 for ballfield lighting installation at Naval Air Station Oceana, Virginia Beach, Virginia. The amendment extends the proposal due date from June 12, 2026 to June 17, 2026 at 2:00 PM EDT and provides responses to 59 pre-proposal inquiries (PPIs) submitted by potential contractors. The solicitation was issued by NAVFAC Mid Atlantic, PWD Oceana, Facilities Engineering & Acquisition Division on May 11, 2026.
The project involves installing new LED lighting fixtures and control systems at ballfields 622, 623, and 631, plus running track 624 at NAS Oceana. Key project specifications include 500W LED fixtures with 91,300 lumens, replacement of existing metal halide ballasts (confirmed PCB-free), reuse of existing light poles (ranging 40-90 feet in height) and crossarms, installation of new NEMA 4X control enclosures, and control wiring replacement within new control enclosures. The government confirmed that no design services are required—only replacement of existing fixtures with equivalent or superior equipment. Notable clarifications include that preparatory activities may begin prior to material receipt, qualified direct employees may serve as combined QC Manager/Site Safety and Health Officer with a separate Superintendent, regular working hours are 0700-1630, utility outage applications require 15 days advance notice, a time extension will be considered if an active osprey nest is discovered, no FOD fencing or field office trailer is required, and the contractor is responsible for osprey nest verification. The government indicated willingness to consider time extensions upon award if the contractor provides valid documentation of need.

QUESTION GOVERNMENT RESPONSE
Page Section Para. Dwg
Please confirm Running Track 624 scope, including approximately 4 new LED fixtures and 2 photocells, is included in CLIN 0001
Base Bid
Confirmed.
Can preparatory field verification, utility locating, outage coordination, and staging occur prior to receipt of all new products, or is all on-site construction activity prohibited until all materials are received?
Yes, preparatory field verification, utility locating, outage coordination, and staging can occur prior to receipt of all new products. No work is to be performed until all materials are received.
Can the same direct employee serve as Superintendent, SSHO, and/or QC Manager if qualified, or must these be separate individuals for this task order?
A qualified direct employee may serve as combined QC Manager/SSHO with a separate Superintendent.
Please confirm the allowable regular working hours for this task order. The SOW lists
0700–1630, while the front-end specs list 0700–1530.
0700-1630 as stated in Scope of Work.
The SOW requires outage applications at least 15 days in advance. The front-end safety specs reference utility outage requests at least 14 days in advance.
15 days as stated in Scope of Work.
Please provide a legible control diagram, panel schedule, existing circuit information, and confirmation of existing feeder/conductor reuse for Ballfields 622, 623, 631, and Track 624.
As a PDF the diagram provided can zoom in/out for legible reading. Confirming that feeder conductors will be reused.
Is structural evaluation or certification of existing poles/crossarms required for the new
LED fixtures and mounting hardware, or may the contractor assume the existing poles and arms are suitable for reuse?
Assume the existing poles and crossarms are suitable for reuse.
Will the Government confirm the osprey nest status prior to construction, or is the contractor responsible for inspection/verification? If the nest is active, will time/cost impacts be handled by modification?
Contractor is responsible for verification. Time extension will be considered if nest is active.
The RFP establishes a 120-calendar-day contract completion period from task order award. However, the Scope of Work requires Government-approved submittals prior to the start of construction, including manufacturer product data, warranty information, APP, AHA, and QC Plan. The SOW also states that construction activities may not start until the Contractor provides confirmation of receipt of all new products and materials necessary to complete the work. In addition, the project requires long-lead LED sports lighting fixtures, NEMA 4X enclosures, 277/480V panel/control components, outage coordination, lockout/tagout procedures, base access coordination, aerial lift work at multiple fields, and universal waste handling/disposal.
Due to the required submittal review, procurement lead times, material receipt restriction, outage coordination, and phased field execution at Ballfields 622, 623, 631, and Running Track 624, the 120-calendar-day duration appears compressed and may not provide adequate time to complete the work safely and in accordance with the contract documents.
Will the Government consider extending the contract completion duration from 120 calendar days to 180 calendar days?
Upon award, the Government will consider a time extension if the Contractor provides valid documentation for the need.
Please confirm whether the Superintendent, Site Safety and Health Officer, and QC Manager must be three separate direct employees of the Prime Contractor, or whether a qualified direct employee may serve as combined QC Manager/SSHO with a separate Superintendent.
A qualified direct employee may serve as combined QC Manager/SSHO with a separate Superintendent.
Please confirm whether this task order requires contractor-provided design services, engineered calculations, photometric design, structural evaluation of existing poles/crossarms, sealed drawings, or other design submittals. The Scope of Work appears to require replacement of existing fixtures and controls in existing locations with equivalent or superior equipment, manufacturer product data, warranties, record shop drawings, and field verification;
however, the front-end specifications reference design submittal packaging, baseline design schedule, and mobilization after final design approval. If design services are required, please identify the required design deliverables, required design disciplines, review durations, and whether the contract completion period will be extended accordingly.
No design. Refer to the Scope of Work.
12 5 of 22 SOW sec 7 Please provide existing pole heights at each field if possible The poles range from 40 feet to 90 feet.
13 5 of 22 SOW sec 7 Please confirm all light poles are existing to remain. Confirming all existing light poles will remain.

No alterations to grounding/bonding are necessary.
19 Please provide an approximate height of existing light poles for bidding purposes. The poles range from 40 feet to 90 feet.
20 Will the project require an outage necessitating the need for off-hours work? Off-hours work is not necessary.
Are limitations in place restricting the height of construction equipment due to proximity with the flightline?
The Contractor is not expected to work above the highest pole light, which is within the safe zone. If using crane equipment, a crane lift plan would have to be submitted to
FAA.
22 Please confirm that existing metal halide ballast does not contain PCBs. Confirmed.
23 SOW 7
SOW notes to provide new mounting hardware for replacement fixtures. Does this include removal and replacement of pole crossarms that support existing fixtures?

Assume the existing poles and crossarms are suitable for reuse.
34 5 Scope of Work 7.1.2
Please verify that the existing poles are rated for the new LED lights as the wind-load profile may change with the differently weights between heavy fixtures vs. the new light weight LED fixtures.
Assume the existing poles and crossarms are suitable for reuse.
