About this opportunity
The Department of Agriculture Forest Service seeks non-commercial thinning and hand pile services across approximately 1,211 base acres and 708 optional acres in the Baker City Watershed and Wildland-Urban Interface project areas on the Wallowa Whitman National Forest, with quotations due May 28, 2026, and questions due May 22. This is a Total Small Business Set-Aside under NAICS 115310 (Support Activities for Forestry), with a small business size standard of $34 million.
Place of performance is Oregon, spanning three project areas within the Whitman Ranger District: BCW Base Units (799 acres across 14 units in the Baker City area), Ten Cent Base Units (412 acres across 20 units in the Granite and Sumpter areas), and East Face Optional Units (708 acres across 15 units near Haines and Anthony Lake). The period of performance runs June 15, 2026, through November 30, 2027, with a requirement that contractors complete a minimum of 70 percent of base acres by November 30, 2026.
Technical specifications include maximum cut diameters of 10 inches for BCW units and 9 inches for Ten Cent and East Face units, with minimum 3-inch stump height and 8-inch minimum tree height for retained trees. Hand piles must measure between 6x6 and 8x8 feet, positioned at least 10 feet from residual trees and subject to specified spacing and setback requirements from streams, private property, and other sensitive features. The contractor must submit a work plan with project milestones, safety plan, fire plan, quality control plan, and equipment specifications within 14 calendar days of award.
This is a Firm-Fixed Price acquisition with award to the highest technically rated offeror, provided price is fair and reasonable and past performance is acceptable or neutral. Evaluation criteria emphasize mechanical feasibility of the operations plan and equipment capabilities (ground pressure rating and performance specifications), understanding of thinning, slash treatments, hand piling, brushing, safety protocols, and quality control measures. Contractors must submit three separate PDF attachments for Technical Capability, Past Performance, and Price via email to anthony.salas@usda.gov and hold prices firm for 90 calendar days from offer receipt. The Government reserves the right to make multiple awards if administratively cost-effective.
