About this file

This is a Performance Work Statement (PWS) for non-commercial thinning and hand pile services on the Wallowa Whitman National Forest's Whitman Ranger District in Baker City, Oregon.

The Wallowa Whitman National Forest requires non-commercial thinning and hand pile services across approximately 1,211 base acres and 708 optional acres (1,919 total acres) in the Baker City Watershed (BCW), Ten Cent, and East Face Wildland-Urban Interface (WUI) project areas to reduce hazardous fuels. The contract period runs from June 15, 2026 to November 30, 2027, with a requirement that contractors complete a minimum of 70% of base acres by November 30, 2026, with emphasis on the BCW area. The contractor must furnish all labor, supervision, equipment, transportation (except government-furnished items), and incidentals for fuel reduction activities. Work involves altering fuel bed continuity in ponderosa pine and juniper stands by removing slash from non-commercial thinning operations, natural woody debris accumulation, and hazardous live fuels (ladder fuels) to enable rapid wildfire containment, improve firefighter safety, and reduce wildfire impact to adjacent private property.

Key deliverables due within 14 calendar days of contract award include: a work plan with project milestones (35%, 70%, and 100% completion dates, with 100% completion by November 30, 2027), key personnel identification, safety plan, fire plan, quality control plan, Forest Service overload permits, and equipment storage request. The contractor must also submit a property plan and contract manager information within 7 and 14 calendar days of award, respectively. A Contract Manager or designated alternate must be available during government working hours and on site within one hour after regular working hours. Project units are marked with pink flagging and yellow Milex tags labeled with unit numbers; several units have special considerations including stream channels and private property boundaries requiring buffering and mitigation. Units are located in the Baker City, Granite, and Haines, Oregon areas with access via specific highway and Forest Service road routes detailed in the unit-specific spreadsheets.

The Wallowa Whitman National Forest requires Non-Commercial Thinning and Hand Pile service over approximately 1211 Base acres and 708 Optional Thinning and Hand Pile. 1919 total acres in the BCW, Ten Cent, and East Face WUI project areas of the Whitman Ranger District to reduce hazardous fuels. Specific performance tasks are listed in paragraph 3.

2.0 Background

2.1 Project Location

The project is located on the Whitman Ranger District.

1550 Dewey Avenue Baker City, OR 97814-3825 Attn: Trevor Lewis, Desk Cell 541-403-0759 trevor.j.lewis@usda.gov .

2.2 Period of Performance

Base Period: June 15th, 2026, to November 30th, 2027. Contractor will be required to complete a minimum of 70% of the base acres by end of 2026 field season. Roughly November 30th, 2026. The emphasis being the BCW. If contract is awarded later than June 15th, 2026, percentage of work required to be completed by November 30th, 2026, will be negotiated.

Contractor Requirements

3.0 Performance Tasks

3.1 General:

3.1.a. This is a non-Personnel Services Contract. The Contractor shall furnish all labor, supervision, equipment, transportation, (except those designated as Government-furnished), and incidentals for Fuels reduction activities within the Wallowa Whitman National Forest within the scope of this contract.

The end result of activities performed under this call order would produce areas where a wildfire (should it occur) could be contained quickly. Providing a safer working environment for firefighters to improve their probability of success in suppressing wildfires on Forest Service lands, produce less damage to natural resources, and reduces the impact of wildfire to adjacent private citizens property, structures, and other values at risk.

At a minimum the work plan shall include: 1) project milestone plan depicting 35%, 70% and 100% dates. 2) Key Personnel. 3) Safety Plan. 4) Fire Plan. 5) Contractor’s Quality Control Plan iaw FP-03 153.02 and 6) FS Overload Permits. 7) Contractor equipment storage request.
