About this opportunity

The Naval Air Warfare Center Training Systems Division is seeking to procure a Commercial Off-the-Shelf (COTS) mobile Firefighting Trainer (FFT) for UH-60 helicopter training, specifically designed to meet requirements established by the Surface Warfare Schools Command (SWSC). The government requires a trainer similar in size and capabilities to existing Fireblast UH-60 Falcon DX Fire System Helicopter Trainer and KFT UH-60 FireTrainer O-100 Helicopter models, but with specific modifications for Navy training applications. Key specifications include a NFPA-compliant trainer constructed of Corten steel that resembles a UH-60 helicopter airframe with operational pilot and cargo doors, a Programmable Logic Controller for fire scenarios, wireless control systems, and a transportation trailer with specific features including a 12,000-pound electronic winch. The government will award a firm-fixed-price purchase order to the responsible offeror providing the best value, with price being significantly more important than technical factors. Amendment #0002 contains significant changes requiring all offerors to resubmit quotes by 10:00 A.M. EST on August 1, 2025, with delivery required no later than September 3, 2026.

This procurement is designated as a 100% small business set-aside under NAICS code 333310 (Commercial and Service Industry Machinery Manufacturing) with a small business size standard of 1,000 employees. The contract will be awarded using Simplified Acquisition Procedures, though no specific award value or budget range has been disclosed in the solicitation documents. The trainer must be delivered to a Naval Support Activity warehouse in Manama, Bahrain, representing the place of performance for this international military training equipment procurement. The deliverables include not only the mobile firefighting trainer itself but also technical documentation, product/assembly drawings, and a one-day training session for government personnel. The government has referenced existing commercial trainers from Fireblast and KFT as baseline models that meet initial Navy training requirements, indicating these may be potential incumbent or reference contractors in the firefighting training equipment market.
