About this opportunity

The Defense Logistics Agency (Energy), serving as the Department of Defense Integrated Materiel Manager for fuel products and related services, intends to issue a full and open competitive solicitation for Direct Delivery Fuels (DDF) to be supplied to multiple locations throughout the Kingdom of Bahrain. This procurement is open to all vendors capable of meeting the requirement and will be evaluated based on vendors' ability to deliver specified fuel types to designated military installations. The solicitation will encompass gasoline and diesel fuel products meeting specific technical specifications, including midgrade unleaded gasoline and diesel fuel with 10 PPM sulfur content. While the pre-solicitation notice does not explicitly detail the evaluation criteria in the excerpt provided, prospective vendors should note that the deadline for submitting questions or requests for clarification is March 3, 2026, which allows potential bidders approximately 2.5 months to assess the opportunity and prepare their responses.

This procurement carries no set-aside designation and will be competed on a full and open basis. The contract does not identify any incumbent contractors or current contract holders in the pre-solicitation materials. The total estimated quantity across the three-year performance period from February 1, 2027, through January 31, 2030, is 390,000 gallons of fuel to be distributed across four separate Naval Support Activity locations: NSA II Fuel Farm (6,000 gallons of gasoline), NSA 3 Aviation Unit (72,000 gallons of diesel), PAT NAVCENT-38 (12,000 gallons of diesel), and JMAST Compound Building 205 (40,000 gallons of diesel). The contract structure requires direct delivery of these fuel products, and vendors must demonstrate capability to meet delivery requirements at multiple military installations within Bahrain. No specific budget range or award value is stated in the pre-solicitation notice, though the quantity and duration provide indicators of the scope and scale of this procurement.
