About this file

This is a Notice of Intent for a Bridge Action contract extension issued by Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) on 13 July 2026.

The Government intends to execute a Justification and Approval under FAR 6.302-1 to extend the ordering period of the current Multiple Award Contracts (MACC)—Contracts N33191-20-D-0004, 0005, 0006, 0007, and 0009—by one year with no additional capacity. The extension is necessary to maintain mission readiness and avoid unreasonable constraints on project execution within the ROICC's Area of Responsibility for fiscal years 2026 and 2027. The contract involves Design-Build and Design-Bid-Build projects, including general building renovations, alterations, demolition, and repair work throughout Bahrain. The NAICS Code is 236220 with an annual size standard of $45,000,000; the PSC Code is Z2JZ for Repair or Alteration of Miscellaneous Buildings. The place of performance is Bahrain, United Arab Emirates. The contracting office is located in Naples, Italy, with Deogracias Solis serving as the Contracting Officer. Interested parties may identify their capability to respond within 15 days of publication; however, this is a notice of intent for single-source negotiation, not a competitive solicitation. The Government is actively pursuing a follow-on MACC using full and open competitive procedures to eliminate the need for a second bridge action. The Justification and Approval document is available on sam.gov.

Bridge Action for the Bahrain MACC Naval Facilities Engineering Systems Command

Naples, Italy Contracts N33191-20-D-0004, 0005, 0006, 0007, and 0009

Contracting Office: Naval Facilities Engineering Systems Command (NAVFAC) Europe, Africa, Central (EURAFCENT) Naples, Italy, PDC & EXPD Branch

Contracting Officer: Deogracias Solis, deogracias.c.solis.civ@us.navy.mil

This contract action is for services for which the Government intends to execute a Justification and Approval under the authority of FAR 6.302-1 to the current MACC to extend the ordering period by one year with no additional capacity. Without this limited source action there would be an unreasonable constraint in the Agency’s ability to execute the projects within the ROICC’s Area of Responsibility for FY26 and FY27, which will lead to significantly delaying or canceling various required renovation, repair, electrical and other minor construction projects, which in turn will compromise mission readiness, diminish airfield safety and capabilities, and will delay the availability of required facilities to support the combat missions originating from ROICC Contracting Department.

Neither utilizing alternative ordering vehicles nor pursuing multiple competitive, standalone construction contracts for the large amount of planned projects are feasible alternatives to a short-term extension of this MACC.

The agency is actively pursuing a follow-on MACC using full and open competitive procedures with the primary objective of awarding the contract in a timeframe to eliminate the need for a second bridge. The agency anticipates adequate competition for the follow-on MACC, consistent with the current MACC.

The work to be performed will provide for Design-Build and Design-Bid-Build projects, primarily consisting of general building type projects including renovations, alterations, demolition, repair work, and any necessary design work for various locations throughout Bahrain including, but not limited to other areas within the ROICC Bahrain’s Area of Responsibility.

The NAICS Code for this procurement is 236220 and the annual size standard is $45,000,000.

The PSC Code for this work is Z2JZ Repair or Alteration of Miscellaneous Buildings.

Offerors can view and download the Justification and Approval at https://www.sam.gov under “Contracting” when it becomes available.
