About this opportunity

The Defense Logistics Agency (DLA) is conducting a pre-solicitation notice for the acquisition of Bahrain Critical Spares and Frequency Converters in support of the Patriot Missile System under solicitation number SPRRA2-26-R-0045. This procurement is restricted to Raytheon (CAGE Code 05716) as a sole-source acquisition under Federal Acquisition Regulation (FAR) 6.302-1(a)(2), justified by the limited number of responsible sources and the unavailability of competitive data for these specialized components. All offerors must meet prequalification requirements to be eligible for award. The government anticipates a 15-day response period, with an estimated closing date of February 23, 2026, though this date may be adjusted pending the solicitation release. Interested parties should direct inquiries and requests for source approval to Contract Specialist Kimberly S. Thomas at Kimberly.thomas@dla.mil, with the solicitation number entered in the email subject line.

This is a no set-aside procurement with Raytheon identified as the sole-source contractor. The acquisition will be placed on the existing indefinite delivery requirements contract SPRRA225D0016 in coordination with the Integrated Facilities Management Contract (IFMC) Program office. The parts list comprises 63 line items of critical spares including power supplies, inverters, microwave assemblies, radar modulators, circuit card assemblies, antenna components, and electronic subsystems specific to missile guidance systems, along with two 30-kilowatt/400-hertz frequency converters. The solicitation is organized into four Contract Line Item Numbers (CLINs) covering launcher pad junction box kits (quantity 4), cables (quantity 1), unclassified critical spares, and frequency converters. No specific award value or budget range is disclosed in the pre-solicitation notice.
