About this opportunity

The Defense Logistics Agency (DLA) Troop Support, Strategic Material Sourcing Group (SMSG) is conducting market research to procure Beverage Base products in Bag-In-Box (BIB) format, including carbonated beverages, non-carbonated beverages, electrolyte drinks, and juice drinks under solicitation SPE300-26-Q-0001. This Sources Sought Notice is a pre-solicitation market research initiative designed to identify potential vendors and gather information on available suppliers and product capabilities prior to issuing a formal competitive solicitation. Interested vendors must submit responses by March 26, 2026, with submission requirements including company information (name, address, CAGE code, DUNS number), authorized negotiator details, customer service representatives with backup contacts, EDI capabilities or FAX numbers for orders, and points of contact for ordering, invoicing, and payment. Offerors must provide current wholesale price lists and local bottler contact information as separate attachments, with pricing submitted on a per-gallon basis rounded to two decimal places using FOB Destination terms. While specific evaluation criteria are not detailed in the notice, the market research phase will inform the development of realistic requirements and pricing expectations for the eventual competitive procurement process.

This procurement carries no set-aside designation and represents an open market research effort with no identified incumbent contractors mentioned in the notice. The estimated annual quantities demonstrate significant demand, with non-carbonated CONUS land customers requiring up to 481,674 gallons annually, carbonated products for various geographic regions, and additional volumes for Alaska, Hawaii, Guam, and specialty dispensers, while flavor shots carry the smallest estimated volume at 191 gallons annually. Offerors must submit offers on at least one complete product category, and failure to correctly and completely provide all required information may result in the bid being deemed non-responsive and excluded from award consideration. The notice replaces a previously canceled solicitation (SPE30026R0032) due to administrative numbering correction, with all responses previously submitted remaining valid without requiring resubmission unless vendors wish to update or supplement their original responses. While no specific contract award value is disclosed in this pre-solicitation phase, the substantial annual quantity requirements and multi-region distribution needs indicate a substantial procurement opportunity.
