About this opportunity
The National Park Service at Independence National Historical Park seeks annual testing, certification, maintenance, and repair of backflow prevention devices and air-gap separations, with proposals due September 22, 2026. This is a total small business set-aside, firm-fixed-price acquisition under NAICS 561210, foreclosing competition outside the small business pool.
Place of performance is Philadelphia, Pennsylvania, at 17 identified park locations. All work must comply with Title 25 Pennsylvania Code 109.709 and Philadelphia Water Department Regulation 403 and be performed by City-certified backflow prevention technicians (domestic and plumber). The contract covers approximately 27 backflow preventer units of varying sizes across multiple historic buildings. A mandatory site visit is scheduled for September 16, 2026 at 10:00 AM at Merchant Exchange Building, 143 S. 3rd Street, Philadelphia, PA 19106. Questions are due September 18, 2026 at 12:00 PM EDT; contact contract specialist Ellie Delerme at ellie_delerme-velez@ios.doi.gov.
The base performance period runs from September 28, 2026 through September 27, 2027, with four one-year option periods extending through September 27, 2031. Key deliverables include annual test certificates submitted to PWD and the Contracting Officer's Representative, maintenance and repair reports, and an updated device inventory. Annual testing must be completed by September 30 each year. Non-emergency suspected failures require on-site response within one business day and corrective action within ten business days. Work hours are Monday–Friday, 7:00 AM to 4:30 PM, excluding federal holidays.
Evaluation uses Lowest Price Technically Acceptable methodology, assessing technical capability, contractor compliance, and price. Offerors must provide proof of Philadelphia Water Department certifications, relevant past performance (three prior similar projects with CPARS ratings of Satisfactory or above), and technical approach documentation. Amendment 0001, issued September 21, clarified that fire-related work is excluded and extended the proposal due date to September 22 at 1:00 PM ET.
