About this file
This is Amendment 0001 to Solicitation 140P4226Q0059, issued by the National Park Service Northeast Regional Contracting office (South/Philadelphia MABO) on September 21, 2026. The amendment revises the scope of work and submission requirements for a backflow protection device testing and certification contract.
The primary changes clarify that fire-related work is excluded from the contract scope. Section C has been revised to remove all references to fire service connections, Fire Protection Devices, and fire-protection systems, with focus limited to domestic service backflow protection testing per Philadelphia Water Department Regulation 403. Section L.2 licensing requirements now specify that all offerors must provide documentation and proof of city certifications for both the backflow technician (domestic) and plumber, including copies of licenses/certifications or name, license number, status, issue/expiration dates, and company name. The Government will accept relevant past performance references from proposed subcontractors if the offeror clearly distinguishes between Prime Contractor and subcontractor experience. The amendment includes responses to eleven questions from potential offerors addressing subcontracting limitations, device inventory details, pricing methodology, and project timeline. The revised offer due date is September 22, 2026, at 1:00 PM ET (extended from the original date). The contract period of performance is September 28, 2026, through September 27, 2031. Offerors must acknowledge receipt of this amendment with their quote or offer submission.

The purpose of this amendment is to:
1) Revise Section C to clarify that fire work is not included. Remove "fire" and any mention of fire service connections, Fire Protection
Devices, and fire-protection systems. A revised
SECTION C
-Description/Specification/Requirements is attached.
2) On page 57 of the solicitation, section L.2
REQUIRED SUBMISSION DOCUMENTS, Remove mention of "fire" under subfactor B. Replace section with:
Sub-Factor B - Licensing/Certifications -
Philadelphia Water Department (PWD) Regulation
403 requires approved backflow protection on domestic service connections, annual testing by
City certified personnel. All offers must include documentation and proof of city certifications for the backflow technician
(domestic) and plumber. MUST provide copy of license/certification or name, license number, status, issue/expiration dates, and company name.
3) Provide responses to all questions received as follows:
Question 1: Section L.2, Sub-Factor C requires three relevant prior projects performed by the offeror. If the offeror proposes a subcontractor or technician who will perform the certified backflow testing and holds the relevant project history, does that experience count toward the offeror's Sub-Factor C rating, or must the projects be performed directly by the offeror entity itself?
Answer 1: Yes. The Government will accept and evaluate the relevant past performance references of the proposed subcontractor, provided that the offeror clearly distinguishes which past performance examples belong to the
Prime Contractor and which belong to the subcontractor.

Question 2: I don't see FAR 52.219-14
(Limitations on Subcontracting) in the Section
I clause list. Can you confirm whether it applies to this acquisition, and if so, what percentage of the work must be self-performed by the prime?
Answer 2: The clause is not applicable.
Question 3: Base-year M&R has no NTE and a different unit of measure (10 Each) than all four option years (1 Lump Sum NTE $10,000).
Should the base year also be NTE $10,000 -i.e., Do you want $1,000/device - or should we price the actual expected per-device cost?
Answer 3: It is estimated that up to 10 units may need to be replaced during the base year.
Price the actual expected per-device cost.
Question 4:Can the Government provide the approximate number of backflow assemblies at each of the 17 locations, and their sizes and types?
Answer 4: Please see the attached inventory list.
Question 5: If that detail is not available, should quoters price the annual testing and certification line on an assumed device count?
If so, we would appreciate the count the
Government would like all quoters to use, so that quotes are directly comparable.
Answer 5: Please see the attached inventory list.
Question 6: Please provide the total number, sizes, types, and domestic/fire designation of the backflow devices at each listed property.
The Device Inventory Table currently shows these device-level fields as TBD.
Answer 6: Please see the attached inventory list.
Question 7: Whether the scope includes testing the sprinkler systems themselves or only testing and certification of backflow devices serving fire-protection systems.
Answer 7: Please see the attached revised
