About this opportunity
The U.S. Embassy in Paris, France issued a solicitation for backflow deficiencies prevention services across nine buildings located in Paris, Boulogne, and Neuilly-sur-Seine. The procurement sought a qualified plumbing contractor with minimum five years of experience to purchase, install, and test Reduced Pressure Backflow Preventers at various embassy facilities, including the Embassy Compound, Boulogne compound, Neuilly compound, and several other diplomatic buildings. Contractors were required to hold French Qualibat qualifications and demonstrate compliance with local French and European safety regulations as well as OSHA standards. The government intended to award a fixed-price contract to the lowest-priced technically acceptable offeror who is a responsible contractor, potentially without discussions. The original solicitation was posted on July 30, 2025, with the due date extended from July 30 to September 11, 2025, though the entire solicitation was ultimately cancelled via Amendment A0003 on September 2, 2025.
This procurement did not utilize any set-aside designations and was open to all qualified contractors registered in the System for Award Management (SAM) database. The anticipated contract value ranged between $25,000 and $100,000, with performance requiring completion within 15 calendar days for commencement and 90 calendar days total after contract award. The scope involved installing 24 new Reduced Pressure Assemblies and replacing eleven existing assemblies that failed backflow tests across the nine locations, with work primarily scheduled for weekends and holidays to minimize disruption to embassy operations. All work was to be performed at U.S. diplomatic facilities in France, specifically seven buildings in Paris and two buildings in Boulogne and Neuilly-sur-Seine. The contractor would have been required to provide a two-year warranty on all installations and testing after final acceptance.
