About this file

This is a Questions and Answers document for Broad Agency Announcement W15QKN-26-S-1AZR focused on Emerging Technologies.

The document addresses nine clarification questions regarding submission requirements and evaluation procedures. Key formatting requirements clarified include: White Paper submissions must include a Part V cover page (which does not count toward page limits), with all main narrative text in 12-point Times New Roman; tables, graphics, charts, and illustrations may use minimum 10-point font if legible; landscape orientation is permitted only for pages containing tables, schedules, graphics, charts, or illustrations and counts toward overall page limits; and hyperlinks to videos are permitted but reviewers are not obligated to view them and linked content cannot circumvent page limits or evaluation criteria. Regarding proposal administration, proposals are evaluated once. Offerors may use their own format for Current and Pending Support documentation provided all required information is included. Past performance contract references may include contracts completed within the last three years or still ongoing, even if awarded more than three years ago; proposals should contain no more than five relevant Government and non-Government contract references with specified details including contract numbers, dollar values, performance locations, award dates, subcontracting extent, and at least two points of contact per contract. The government will provide point of contact information by request for offerors proposing similar projects to existing proposals. The document further clarifies that Electronic Cost Reporting and Financial Tracking (eCRAFT) reporting requirements have been rescinded from this BAA.

Q & A Solicitation W15QKN-26-S-1AZR, Broad Agency Announcement – Emerging

Technologies

Question 1: Could the government please clarify whether, for a White Paper submission, offerors are required to follow only Part II, Section 5 (White Paper Content), or whether the submission must also include the Part V ‘Proposal / White Paper Cover Page’ information in addition to the

Part II cover page requirements.

Response 1: For White Paper submissions, offerors must include a cover page conforming to the format specified in Part V of the BAA. This Part V Cover Page serves as the single, authoritative cover sheet for the White Paper submission and does not count toward the maximum page limit.

Additional cover pages under Part II are not required.

Question 2: Please confirm whether tables, graphics, charts, and illustrations included in the

White Paper or Research Proposal may use a font size smaller than 12-point Times New Roman, provided the text remains clear and legible. The BAA states a general font requirement of Times

New Roman, 12 point, but does not appear to separately address embedded text in figures or tables.

Response 2: Tables, graphics, charts, and illustrations may use a smaller font size (minimum 10-point), provided the text remains clearly legible. All main narrative text must strictly adhere to the 12-point Times New Roman requirement.

Question 3: Could the government please confirm whether offerors may include hyperlinks to videos of a proposed prototype or demonstration as part of the White Paper or Research Proposal submission?

Response 3: Yes. Offerors may include hyperlinks to videos; however, the linked content must not be used to circumvent established page limits or evaluation criteria. Reviewers are not obligated to view linked video content.

Question 4: Please confirm whether landscape orientation is permitted for any pages in the

White Paper or Research Proposal submission, such as pages containing tables, schedules, graphics, or illustrations?

Response 4: Yes. Landscape orientation is permissible, but it is strictly limited to pages containing tables, schedules, graphics, charts, or illustrations. All standard narrative pages must remain in portrait orientation. Landscape pages will count toward the overall page limit.

Question 5: How often are the proposals evaluated?

Response 5: Once.

Question 6: If we propose something of particular interest, but there is a business entity with a similar proposal, would you provide POC information? in order to allow us to work with similar research companies to provide the best possible outcomes?

Response 6: Yes, by request.

Question 7: Section H-1, Current and Pending Support, states that “Part V of this BAA provides a model format for reporting all current, on-going projects, and pending support for proposals, including subsequent funding in the case of continuing contract award.” However, no model format for Current and Pending Support appears to be included in Part V. Can you please clarify whether a specific template is available, or if offerors may use their own format provided all required information is included?

Response 7: Offerors may use their own format.

Question 8: Section G-1, Past Performance, states that “Offerors shall submit a list containing no more than five (5) relevant Government and non-Government contract references (including contract number, type, and dollar value; place of performance; date of award; whether performance is on-going or complete; extent of subcontracting; and the names, phone numbers, and e-mail addresses of at least two points of contact (POCs) for each contract) that were awarded within the last three (3) years.” Can proposals include relevant past performance contracts that have been completed within the last three years or are still ongoing, but were awarded more than three years ago?

Response 8: Yes.

Question 9: Section 5, Other information: Will the inclusion of eCRAFT require labor reporting at the individual employee level? Will it require submission of actual labor rates through the eCRAFT Labor Rate Workbook.

Response 9: Electronc Cost Reporting and Financial Tracking (eCRAFT) reporting requirements contained within BAA W15QKN-26-S-1AZR have been rescinded.
