About this opportunity
The Department of the Air Force Materiel Command Test Center at Eglin Air Force Base, Florida seeks quotes for one-time commercial deep cleaning services for Building 100, with quotes due July 24, 2026 at 12:00 p.m. CST. This is a 100% Small Business Set-Aside under RFO Part 12.
Place of performance is Eglin AFB, Building 100 (96 MXG), Florida. Work must be completed within 30 days of award, anticipated August 1, 2026, and performed Monday through Friday, 0600–1800 Central Time, excluding Federal holidays. No Government-facilitated site visit is offered; offerors must rely on detailed specifications in the revised Performance Work Statement dated July 16, 2026.
Scope comprises four CLINs with firm-fixed-price lump-sum pricing: carpet deep cleaning via industrial hot-water extraction of approximately 7,409 square feet; tile and grout floor scrubbing of approximately 4,642 square feet; tile and grout wall scrubbing of approximately 3,146 square feet (increased 100 SF per Amendment 0002); and sanitization of 16 miscellaneous restroom fixtures. No grout sealing is required. The contractor must provide all labor, materials, equipment, and supervision; the Government provides facility access and utilities at no cost.
Solicitation FA2823-26-Q-A108 carries NAICS 561720 (Janitorial Services, $22.0 million size standard) and PSC S201. Service Contract Labor Standards apply; the wage determination specifies $16.75 per hour plus 45.3% fringe benefits for janitorial workers. The small-business prime must perform at least 50% of labor costs with its own workforce per FAR 52.219-14. Personnel require base access credentials submitted five business days prior to performance; restricted-area workers require Government escort.
Offerors submit three volumes: Technical Capability Statement (maximum 3 pages), completed CLIN pricing with cost breakdowns (60-day quotation validity), and SAM.gov registration verification with UEI and CAGE codes. Award uses best-value criteria weighing technical capability, past performance, price, and Supplier Performance Risk System compliance. Commercial past-performance references are acceptable and evaluated equally with Government references. Pre-existing stains or grout discoloration unresponsive to industry-standard cleaning do not constitute deficiencies. No post-award price adjustments are permitted. Questions were due July 21, 2026.

Amendment 0002:
The response to Question 5 in the "Questions and answers 2 Updated" document has been changed see below:
Question 5: Does the scope require the contractor to move desks, office furniture, equipment, or personal items before cleaning the carpeted areas? If so, please identify the expected extent of furniture moving.
Government Response: The contractor is responsible for moving and resetting light furniture necessary to perform the cleaning. This includes items such as rolling office chairs, small tables, and trash receptacles. The moving of heavy furniture, including but not limited to desks, modular workstations, filing cabinets, conference tables, and safes, is explicitly excluded from the scope of work.
-
Offerors must review the following key changes and incorporate them into their final quotation packages:
-
Quantity Adjustment (Tile Wall Cleaning): The estimated quantity for Tile and Grout Wall Cleaning (PWS CLIN 0003) is officially increased from 3,046 SF to 3,146 SF to reflect recent field-verified dimensions. Offerors must adjust their pricing calculations in their supporting cost breakdowns to account for this additional 100 SF.
-
Performance Work Statement (PWS) Revision: The finalized Performance Work Statement, dated 16 July 2026 , is attached hereto and supersedes all previous versions. Offerors must perform all work in strict accordance with this revised scope.
-
Publication of Q&A (Set 2): The official "Questions and Answers - Set 2" document has been published and is attached for industry review. These responses clarify administrative, technical, and labor compliance requirements.
-
Cancellation of Site Visit & Price Firmness: Due to operational and mission constraints inside the occupied 96 MXG facility, no Government-facilitated site visit will be offered or conducted for this requirement.
-
Notice to Offerors: Offerors must rely on the detailed square-footage dimensions, quantities, and layout specifications provided in the revised PWS.
-
Firm-Fixed-Price (FFP) Parameters: Under the FFP contract type, the successfully awarded price is firm and not subject to post-award adjustment. No price increases or requests for equitable adjustment will be entertained or authorized based on site conditions that could have been reasonably anticipated from the provided PWS specifications.
