About this file
This is a Government Responses to Industry Questions document addressing clarifications for solicitation FA282326QA108, a one-time commercial deep cleaning service for Building 100 at Eglin Air Force Base, Florida. The document resolves critical administrative inconsistencies and provides operational guidance to prospective small business offerors.
The Government clarified that despite initial ambiguity between the solicitation and Performance Work Statement regarding CLIN structure, contractors must submit a single firm-fixed-price proposal under CLIN 0001-AA for the entire deep cleaning scope, with a required price breakdown annex delineating costs for carpet cleaning (7,409 SF), tile and grout floor scrubbing (4,642 SF), tile wall restoration (3,146 SF), and restroom fixtures (16 items). CLIN 0002 (Optional Support/Warranty) has been deleted. No site visit will be offered. Work must be performed Monday through Friday, 0600-1800 Central Time, excluding Federal holidays, within the occupied 96th Maintenance Group facility; contractor personnel without DBIDS or CAC cards require base access list submission. The Government will provide access to hot/cold water, electrical outlets (110V), and utility connections at no cost. Building 100 has pre-existing heavy soil staining on carpets and significant scale buildup and grout discoloration in restrooms, which contractors must document during a pre-work surface inspection with the Government Point of Contact. As a 100% Small Business Set-Aside under RFO Part 19, the small business prime contractor must perform at least 50% of contract costs with its own workforce per FAR 52.219-14. This is a new requirement with no incumbent contractor or prior award history for benchmarking purposes.

SOLICITATION NO: FA282326QA108
PROJECT TITLE: Building 100 Commercial Floor & Deep Cleaning Services DOCUMENT DATE: 13 July 2026 DOCUMENT TITLE: Government Responses to Industry Questions
1.0 OFFICIAL SOLICITATION QUESTIONS & ANSWERS
Question 1:
Section B of the solicitation lists CLIN 0001 as a single "Lot" covering all deep cleaning work, plus an undefined optional CLIN 0002 for "Support/Warranty, if applicable." However, the PWS breaks the work into four separate CLINs (0001–0004) for carpet, tile floor, tile wall, and fixture cleaning. Should we price per the solicitation's single-lot CLIN 0001, or per the PWS's four-CLIN breakdown? If the latter, will an amendment update Section B's table accordingly?
Government Response:
The Government will issue a solicitation amendment to resolve this administrative inconsistency. To ensure total alignment with the certified funding document (AF Form 9) and the WAWF billing system, the contract will utilize a single lump-sum CLIN (CLIN 0001-AA) for the entire deep cleaning service. Offerors must propose a single firm-fixed-price under CLIN 0001-AA.
To support the Government's price analysis, all offerors must attach a brief price breakdown (delineating costs for carpet cleaning, tile/grout floor scrubbing, tile wall restoration, and restroom fixtures) as an annex to their quote. CLIN 0002 (Optional Support/Warranty) is not applicable to this requirement and is hereby deleted.
Question 2:
Is a site visit being offered or required for this requirement? If so, please provide the date, time, RSVP deadline, and access/badging instructions.
Government Response:
There will be no Site Visit for this project.
Question 3:
Are there specific building access hours, escort requirements, or security/badging procedures (beyond general base access) contractor personnel should plan for at Building 100?
Government Response:
Yes. In accordance with PWS Section 2.1, all work must be performed between 0600 and 1800 Central Time, Monday through Friday, excluding Federal holidays. Building 100 is an occupied military facility (96th Maintenance Group). Contractor personnel who do not possess a Defense Biometric Identification System (DBIDS) card or CAC will have to submit their: First Name Last Name, Date of birth, Driver’s License # and State to be then placed on a Base Access List. At the Performance location, contractor personnel will be supervised.
Question 4:
Is there any known pre-existing damage, staining, or condition issues in the carpet, tile, or grout areas that offerors should be aware of when scoping labor and chemical needs?
Government Response:
Building 100 has some localized, heavy high-traffic soil and water staining on carpeted surfaces, as well as significant scale buildup and grout discoloration in restroom walls and tiled floors. No structural or tile damage is currently reported. In accordance with PWS Section 5, the successful contractor must perform a pre-work surface inspection with the Government POC and document any pre-existing physical defects prior to commencing cleaning operations.
Question 5:
Will contractors have access to a dedicated water source and electrical outlets within Building 100, or will equipment need to be staged from an exterior source?
Government Response:
Yes. In accordance with PWS Section 1.6.4, the Government will provide the contractor with reasonable access to standard interior utility connections (including hot/cold water spigots and 110V electrical outlets) inside Building 100 at no cost.
Question 6:
Please clarify what "optional support/warranty" is intended to cover, since no scope or duration is defined in either the solicitation or the PWS.
Government Response:
As clarified in the response to Question 1, there is no optional support or warranty required for this localized commercial service. CLIN 0002 is officially deleted from this procurement.
Question 7:
Please confirm whether FAR 52.219-14, Limitations on Subcontracting applies to this solicitation.
Government Response:
Yes. In accordance with the principles of the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 19, RFO Clause 52.219-14, Limitations on Subcontracting (DEC 2025) applies to this 100% Small Business Set-Aside. The small business prime contractor must perform at least 50% of the cost of contract performance utilizing their own workforce.
Question 8:
Was this requirement (or a similar deep cleaning service for Building 100) previously awarded under a separate contract? If so, could you share the incumbent contractor's name and the prior award price/pricing structure? This history would help us benchmark a competitive and accurate quote.
Government Response:
This is a new, one-time deep-restoration cleaning requirement that has not been previously awarded as a standalone contract or task order. Therefore, there is no incumbent contractor or prior award history for this specific scope of work. Routine custodial maintenance is handled under the base-wide janitorial contract, which is a separate, non-related effort.
