About this file

This is a Question and Answers document (Set 2) addressing technical, administrative, labor, access, security, and scheduling clarifications for solicitation FA282326QA108, a competitive 100% Small Business Set-Aside for janitorial services at Eglin Air Force Base.

The solicitation requires comprehensive deep cleaning services for Building 100, with pricing structured across four CLINs: CLIN 1 covering 7,409 square feet of carpet deep cleaning via hot-water extraction; CLIN 2 covering 4,642 square feet of tile and grout floor cleaning; CLIN 3 covering 3,146 square feet of tile and grout wall surfaces; and CLIN 4 covering 16 miscellaneous restroom fixtures including vent exteriors, trash dispensers, and restroom hardware. The contract is Firm-Fixed-Price with a 30-day performance period anticipated to begin on or about August 1, 2026, and all work must be completed within 30 days of award. Quotes are due July 24, 2026, at 12:00 P.M. CST. Work must be performed weekdays between 0600-1800 hours with phased scheduling to maintain at least one male and one female restroom operational at all times in the occupied 96 MXG facility; weekend work requires prior written Contracting Officer approval. Offerors must submit quotations in PDF or Microsoft Word format across three separate files (Technical, Price, and Administrative volumes) with a maximum email size of 20 megabytes. Small-business prime contractors must perform at least 50% of labor costs with their own workforce, excluding materials and equipment; similarly situated small-business subcontractors do not count toward the subcontracted amount. Service Contract Labor Standards wage determinations apply to all personnel. Personnel lacking CAC or DBIDS cards require submission of full legal names, dates of birth, and driver's license numbers five business days prior to performance; those working in restricted areas must be escorted by Government representatives. Chemical inventories, Safety Data Sheets, and AF Form 3952 HAZMAT documentation must be submitted after award but before mobilization. Pre-existing stains or permanent grout discoloration that do not respond to industry-standard commercial cleaning methods will not constitute performance deficiencies. Commercial past performance references are acceptable and equally weighted with government references; newly registered small businesses with no SPRS performance history will receive a "Neutral" rating, which is compliant and neither favored nor disfavored in evaluation.

Question 1: May we rely on the previous site measurements, or does the Government require or anticipate another site visit or field verification before performance?

Government Response: You must rely on previous site measurements, we trust that they are accurate.

Question 2: The combined synopsis identifies the requirement as one lot under CLIN 0001, while the PWS identifies four individual work items. Should we submit one total lot price with a separate supporting breakdown for carpet, tile floors, tiled walls, and restroom fixtures?

Government Response: Provide your price breakdown like this:

CLIN 1: 7,409 square feet of carpet CLIN 2: 4,642 square feet of tile/grout flooring CLIN 3: 3,146 square feet of tile/grout wall surfaces CLIN 4: 16 miscellaneous restroom fixtures/items Question 5: Does the scope require the contractor to move desks, office furniture, equipment, or personal items before cleaning the carpeted areas? If so, please identify the expected extent of furniture moving.

Government Response: Yes the contractor may be expected to move any type of furniture that is in the way of cleaning.

Question 6: Please confirm that the 16 miscellaneous restroom items are limited to the restroom vent exteriors and trash dispensers identified in the PWS.

Government Response: Confirmed. The 16 miscellaneous items are restricted to the restroom vent exteriors, trash dispensers, and local restroom hardware (such as hand-dryer exteriors and dispenser hardware) specified in the PWS.

Question 7: Are there any required phasing, occupied space restrictions, drying-time limitations, restricted areas, or mission-related scheduling requirements that should be incorporated into the technical approach?

Government Response: Yes. Building 100 is an actively occupied facility. Cleaning must be phased so that at least one male and one female restroom remain fully operational for base personnel at all times. Carpet drying times must be managed using commercial air-movers to prevent safety hazards during building access hours.

Question 8: Please clarify what "optional support/warranty" is intended to cover, since no scope or duration is defined in either the solicitation or the PWS.

Government Response: There is no support or warranty requirement for this localized commercial service.

Question 9: As no site visit is being offered, can the Government provide a floor plan or room-by-room breakdown showing the locations of the approximately 7,409 SF of carpet, 4,642 SF of tile/grout flooring, and 3,046 SF of tile wall? This would support accurate labor planning.

Government Response: There is no formal site visit planned at this time.

Question 10: Building 100 is an occupied facility (96 MXG). During the 0600–1800 work window, will the designated areas and restrooms be cleared/made available for cleaning, or should the contractor plan to work around active occupancy?

Government Response: Restrooms will be closed in phases and dedicated to the Contractor during their scheduled cleaning windows. For carpeted office spaces, the Contractor must coordinate with the building manager to clean designated rooms in pre-scheduled phases to minimize disruption to active operations.

Question 11: The PWS and Q&A note heavy pre-existing staining and grout/scale discoloration, to be documented at the pre-work inspection. Please confirm that staining or scale which does not respond to standard commercial deep-cleaning methods will not be assessed as a performance deficiency.

Government Response: Confirmed. Pre-existing stains, permanent disfigurement, or deep grout discoloration that remains after the Contractor has applied industry-standard commercial cleaning processes (e.g., hot-water extraction and professional alkaline scrubbers) will not be evaluated as a performance deficiency. However we do expect you to clean as best you can.

SECTION B: ADMINISTRATIVE & AMENDMENT CLARIFICATIONS

Question 12: The file titled “Questions and Answers 1” identifies the solicitation as FA2823-26-Q-A102 and states that it is Amendment 0001. Please confirm that the Q&A applies to FA2823-26-Q-A108 and issue or identify the controlling formal amendment for A108.

Government Response: Confirmed. The correct and controlling solicitation number is FA282326QA108. All previous administrative files and this Q&A apply directly to solicitation number FA282326QA108 under Amendment 0001.

Question 13: The Q&A deletes CLIN 0002 and refers to CLIN 0001-AA. Please confirm the exact CLIN structure and pricing schedule that offerors must use.

Government Response: Provide your price breakdown like this:

CLIN 1: 7,409 square feet of carpet CLIN 2: 4,642 square feet of tile/grout flooring CLIN3: 3,046 square feet of tile/grout wall surfaces CLIN 4: 16 miscellaneous restroom fixtures/items

Question 14: Please confirm the required electronic file format, whether the technical, price, and administrative volumes must be three separate files, and whether there is a maximum total email size.

Government Response: You must submit your quotation in PDF or Microsoft Word format. To facilitate evaluation, you should submit three separate files corresponding to Volume I (Technical), Volume II (Price), and Volume III (Administrative). The maximum email size allowed by the Eglin AFB mail server is 20 Megabytes (MB).

Question 15: Please confirm how offerors must acknowledge Amendment 0001 and any later amendments in the emailed quote.

Government Response: You can acknowledge via email with a written Statement mentioning the amendment Question 16: Please confirm how the SPRS evaluation factor will be applied to a newly registered small business that may have limited or no existing SPRS performance history.

Government Response: In accordance with R-DFARS 252.204-7024, offerors with no existing cybersecurity assessment history in the Supplier Performance Risk System (SPRS) will be assigned a "Neutral" rating. A neutral rating is compliant and will not be evaluated favorably or unfavorably.

Question 17: Please confirm commercial references are acceptable for the Past Performance evaluation factor.

Government Response: Confirmed. Relevant commercial past performance references are 100% acceptable and will be evaluated with equal weight alongside government references.

SECTION C: ACCESS, SECURITY, & SCHEDULING

Question 18: What personnel information and lead time will be required for Eglin AFB access? Please also confirm whether escorts will be required.

Government Response: For personnel who do not possess a CAC or DBIDS card, you must submit full legal names, dates of birth, and driver’s license numbers at least five (5) business days prior to performance to facilitate base background checks. Personnel performing work in restricted areas must be escorted by a Government representative at all times.

Question 19: Should the cleaning-product list, Safety Data Sheets (SDS), AF Form 3952 information, and HAZMAT documentation be submitted with the quotation or after award and before mobilization?

Government Response: You do not need to submit these with your quote. The chemical inventory list, Safety Data Sheets, and AF Form 3952 must be submitted to the Base HAZMAT Pharmacy after contract award but prior to mobilization and performance.

Question 20: Is there a specific anticipated start date or required completion date within the 30-day performance period?

Government Response: The Government anticipates a contract award date on or about 1 August 2026. All on-site performance must be completed within 30 days after contract award.

Question 21: Are there any additional access, security, or badging requirements contractors should prepare for when performing work at Eglin AFB?

Government Response: General base access requirements apply. All contractor vehicles must have valid registration, and drivers must present a valid driver’s license and proof of commercial auto insurance at the visitor center to obtain base passes.

Question 22: Are there any preferred scheduling restrictions for performing cleaning operations within Building 100?

Government Response: Weekday operations are standard (0600–1800). However, weekend performance may be authorized upon prior written approval from the Contracting Officer to accommodate mission schedules.

Question 23: Are there any additional documents or certifications you recommend including with our quote to ensure compliance with the solicitation requirements?

Government Response: not mandatory but it helps your case

SECTION D: LABOR & SUBCONTRACTING COMPLIANCE

Question 24: The Q&A states that the small-business prime must perform at least 50% of the cost of contract performance with its own workforce. Please confirm whether compliance is calculated from personnel cost excluding materials, and whether work performed by a similarly situated small-business subcontractor is excluded from the subcontracted amount under RFO 52.219-14.

Government Response: Yes, SCLS labor compliance is calculated based on the total labor cost of performance (excluding materials and equipment). In accordance with RFO 52.219-14, any work performed by a "similarly situated" small-business subcontractor (meaning a subcontractor with the same small-business size standard and socioeconomic status as the prime) will not count as subcontracted labor and will apply directly toward the prime contractor’s 50% self-performance requirement.

Question 25: Will the Service Contract Labor Standards wage determination provided with the solicitation apply to all contractor and subcontractor personnel performing this work?

Government Response: Yes. The SCLS wage determination is legally binding and applies to all service employees (both prime contractor and subcontractor personnel) performing physical cleaning services under this contract.
