About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify repair sources for the B-52 Data Interface Unit/Data Transfer Receptacle (DTR), with responses due by August 21, 2026. This is a Request for Information with no set-aside.

The DTR (NSN 7025-01-738-4504AY, P/N P210015K0001-1) is a Line Replaceable Unit that transfers Offensive Avionics System information between storage cartridges and avionics data buses (Fibre Channel and MIL-STD-1553A). The new Form, Fit, Function, and Interface (F3I) version differs from the legacy DTR currently repaired by Symetrics Industries under contracts FA8539-20-D-0013 and FA8539-25-D-0004. The DTR is produced by Kihomac, Inc.

The part carries RMC/RMSC code R4/Q, which restricts repair to the original manufacturer because the Government lacks adequate technical data or rights to data. The Government has been unable to economically acquire the data or rights. However, the Government anticipates achieving breakout to competition through reverse engineering or technical data acquisition.

Required repair scope encompasses hardware repairs, obsolete parts resolution, and engineering support for Deficiency Reports and DMSMS investigations. Contractors must furnish materials, support equipment, tools, and test equipment, meet original specifications, maintain AS9100 certification, and comply with DFARS cybersecurity clauses 252.204-7012 and 252.204-7021. Both large and small businesses, joint ventures, and teaming arrangements are invited to submit the Contractor Capability Survey (Parts I and II) to Tyler Martens (PM, tyler.martens.2@us.af.mil) and Kizmet Hall (PCO, kizmet.hall@us.af.mil).

B-52 Data Interface Unit/Data Transfer Receptacle (DTR)

The Government is conducting market research to identify potential sources with the expertise, capabilities, experience, and technical repair data necessary to meet qualification requirements to repair the B-52 Data Interface Unit/Data Transfer Receptacle (DTR). The National Stock Number (NSN) and Part Number (PN) are as follows:

LRU:
NSN 7025-01-738-4504AY, P/N P210015K0001-1, INTERFACE UNIT, DATA

This RFI is for the repair of the new Form, Fit, Function, and Interface (F3I) DTR currently produced by Kihomac, Inc. The legacy B-52 DTR is repaired by Symetrics Industries (CAGE 22830) under contracts FA8539-20-D-0013 and FA8539-25-D-0004. The RMC/RMSC code for the B-52 DTR is R4/Q. R4 represents “Repair, for the first time, directly from the actual manufacturer” while “Q” states that the Government does not have adequate data, lacks rights to data, or both needed to contract repair of this part from additional sources. The Government has been unable to economically buy the data or rights to the data. Breakout to competition has not been achieved, but current, continuing actions to obtain necessary rights to data or adequate, repair technical data indicate breakout to competition is expected to be achieved. This part may be a candidate for reverse engineering or other techniques to obtain technical data.
