About this file

This is a Request for Information (RFI) for market research regarding repair services for the B-52 Data Interface Unit/Data Transfer Receptacle (DTR).

The Government seeks to identify potential contractors capable of repairing the B-52 DTR (NSN 7025-01-738-4504AY, P/N P210015K0001-1), a Line Replaceable Unit currently produced by Kihomac, Inc. The new Form, Fit, Function, and Interface (F3I) version differs from the legacy DTR currently repaired by Symetrics Industries under existing Air Force contracts. The DTR transfers Offensive Avionics System information between storage cartridges and avionics data buses (Fibre Channel and MIL-STD-1553A). The required service scope encompasses hardware repairs, obsolete parts resolution, and engineering support for Deficiency Reports and Diminishing Manufacturing Sources and Material Shortages (DMSMS) investigations. All repairs must meet original specifications, and contractors must furnish materials, support equipment, tools, and test equipment. The part is currently classified under RMC/RMSC code R4/Q, indicating repair is limited to the original manufacturer, though the Government anticipates breakout to competition through reverse engineering or technical data acquisition.

Responses to the Contractor Capability Survey (Parts I and II) must be submitted by close of business on August 21, 2026, to Tyler Martens (PM, tyler.martens.2@us.af.mil) and Kizmet Hall (PCO, kizmet.hall@us.af.mil). The survey addresses business information, repair capabilities, quality assurance processes (AS9100 standard required), configuration management, engineering services, commerciality, continuity of operations, cybersecurity compliance (DFARS 252.204-7012 and 252.204-7021), and capacity. Both large and small businesses are encouraged to participate; joint ventures and teaming arrangements are permitted.

REQUEST FOR INFORMATION

B-52 Data Interface Unit/Data Transfer Receptacle (DTR)

The Government is conducting market research to identify potential sources with the expertise, capabilities, experience, and technical repair data necessary to meet qualification requirements to repair the B-52 Data Interface Unit/Data Transfer Receptacle (DTR). The National Stock Number (NSN) and Part Number (PN) are as follows:

LRU:

NSN 7025-01-738-4504AY, P/N P210015K0001-1, INTERFACE UNIT, DATA

This RFI is for the repair of the new Form, Fit, Function, and Interface (F3I) DTR currently produced by Kihomac, Inc. The legacy B-52 DTR is repaired by Symetrics Industries (CAGE 22830) under contracts FA8539-20-D-0013 and FA8539-25-D-0004. The RMC/RMSC code for the B-52 DTR is R4/Q. R4 represents “Repair, for the first time, directly from the actual manufacturer” while “Q” states that the Government does not have adequate data, lacks rights to data, or both needed to contract repair of this part from additional sources. The Government has been unable to economically buy the data or rights to the data. Breakout to competition has not been achieved, but current, continuing actions to obtain necessary rights to data or adequate, repair technical data indicate breakout to competition is expected to be achieved. This part may be a candidate for reverse engineering or other techniques to obtain technical data.

The DTR is a Line Replaceable Unit (LRU) on the B-52 aircraft, with two (2) DTRs installed per aircraft. The DTR transfers Offensive Avionics System (OAS) information to and from storage on the Data Transfer Cartridge (DTC) across its interface with the Fibre Channel or MIL-STD- 1553A data bus system. Additionally, the DTR provides status over the MIL-STD-1553A and Fibre Channel buses indicating that the DTC is successfully installed.

The required service scope shall include hardware repairs, obsolete parts resolution, and necessary engineering support to investigate Deficiency Reports (DRs) and Diminishing Manufacturing Sources and Material Shortages (DMSMS). All completed repairs must meet original form, fit, function, and interface requirements.

The contractor shall furnish all necessary material, support equipment, tools, test equipment, and services. The contractor is responsible for acquiring, maintaining, and calibrating all support equipment required at their primary or subcontractor facilities. Contractor-furnished material or replacement parts must equal or exceed the quality, tolerances, and specifications of the original equipment manufacturer (OEM) parts.

INSTRUCTIONS:

1. The document(s) below contain a description of the NSN listed for repair requirements and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

2. If, after reviewing these documents, you wish to participate in this market research, you should provide documentation demonstrating your company's capability to meet these requirements. Failure to provide adequate documentation may prevent the government from properly assessing your capabilities. If you lack sufficient experience in a particular area, please explain how you would overcome this deficiency to fulfill the requirement (e.g., through teaming or subcontracting).

a. Identify any specific areas of work that your organization believes should be set aside exclusively for Small Business.

3. Both large and small businesses are encouraged to participate in this Market Research.

Joint ventures or teaming arrangements are encouraged.

4. Questions regarding this market survey should be addressed to Tyler Martens, Program

Manager, 478-955-5165 or via email at tyler.martens.2@us.af.mil.
