About this opportunity

The Department of the Air Force is conducting market research to refine requirements for the procurement of two Azimuth Gearbox Assemblies (AGA) designed to control the positioning of a 27-meter dish radar antenna. This is a pre-solicitation notice with a response deadline of January 23, 2026, and interested vendors must maintain current SAM records and anticipate meeting Cybersecurity Maturity Model Certification (CMMC) requirements per DFARS Clause 252.204-7021. The contract will require non-recurring engineering to review and update design documentation, create missing drawings, and establish a definitive design baseline before manufacturing. The government intends to award a firm-fixed price contract using a Lowest Price Technically Acceptable (LPTA) procurement method, with technical evaluation focusing on four subfactors: gearbox design and manufacture, integration and test, management plan, and Integrated Master Schedule. The government emphasizes that participation in this market research survey does not guarantee participation in future solicitations or awards, and vendors will not be reimbursed for survey participation expenses.

No set-aside designations are being used for this procurement. The incumbent contractor is Raytheon Company, which developed the original overhaul kit and engineering drawings under contract FA8555-16-C-3773. The specific technical requirements include manufacturing gearboxes capable of supporting brief torque of 88 foot-pounds at 3,540 RPM and continuous torque of 44 foot-pounds at 3,600 RPM, with a total rotating equipment weight not exceeding 550,000 pounds and a 20-year operational life. The gearbox assembly comprises 134 unique components and must undergo comprehensive testing protocols, including a pressure test to 5 PSI for 12 hours and a 24-hour no-load break-in performance test with motor input at 1,800 RPM. Offerors must provide technical proposals limited to 40 pages and include a small business subcontracting plan if they are large businesses; the government will provide an actual gearbox unit for reverse engineering purposes and plans to furnish it as Government Furnished Property (GFP) in the upcoming solicitation.
